Section Description 5960 – Pre-Trial Detention Facility 6045 – Todd Road Jail Subsection 1028 (b) regarding CPR (Eff. 4-1-25) had § 1028. Fire and Life Safety Staff not been added prior to the on-site inspection. As of 11-4-25 the section had been updated in the policy manual and plans for staff training were in place. 5960 – Pre-Trial Detention Facility 6045 – Todd Road Jail Section 1029 (e)(2) states reporting methods for sexual abuse and harassment shall be publicly § 1029. Policy and Procedures Manual posted at the facility. No postings were observed at the time of the inspection. During the exit briefing agency administration indicated they would put both physical and digital postings in all lobby areas 5960 – Pre-Trial Detention Facility 6045 – Todd Road Jail The initial documentation provided to the BSCC regarding exercise and out of cell time did not provide evidence of meeting the required minimum standards. § 1065. Exercise and Out of Cell Time During the on-site inspection the agency demonstrated their new out of cell record keeping system and provided documentation showing compliance with this section. Section Description 5960 – Pre-Trial Detention Facility 6045 – Todd Road Jail BSCC staff observed most housing areas did not have grievance forms readily accessible and several § 1073. Inmate Grievance Procedure incarcerated people, at both facilities, said getting the forms from staff was challenging. Technial assistance and best practices for achieving compliance were shared during the exit briefing. 5960 – Pre-Trial Detention Facility 6045 – Todd Road Jail § 1265. Issue of Personal Care Items BSCC staff observed that access to tampons, sanitary napkins, and panty liners was limited in quantity and request times. Title 24. Section Description 5960 – Pre-Trial Detention Facility The rooftop exercise space at the Pre-Trial Detention Facility contains 16 enclosures that are used for 1231.2.10 Exercise area outdoor exercise space. The facility is out of compliance as these enclosures do not allow free access to toilets, washbasins, and drinking fountains as per the regulation. 5960 – Pre-Trial Detention Facility The rooftop exercise space at the Pre-Trial Detention Facility contains 16 enclosures that are used for 1231.3.1 Toilets/urinals outdoor exercise space.
