January 22, 2026 Tom Lopez, Sheriff Yolo County Sheriff’s Office 140 Tony Diaz Drive Woodland, CA 95776 2025-2026 COMPREHENSIVE INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, YOLO COUNTY SHERIFF’S OFFICE’S LEINBERGER DETENTION FACILITY Dear Sheriff Lopez: The 2025-2026 Comprehensive Inspection of the Yolo County Sheriff's Office has been completed. The facility is currently unpopulated and has been vacant since the completion of the build, as well as during this inspection cycle. A pre-inspection briefing was held on Thursday, March 27, 2025, and the following facility was inspected on Wednesday, November 19, 2025: FACILITY NAME BSCC # FACILITY TYPE Leinberger Detention Facility 6113 III This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition to inspection(s) by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The results of those inspections are considered a part of this report, and the administration will need to provide BSCC staff with the recent local inspection evaluation reports for Environmental Health, Nutritional Health, and Medical/Mental Health for review. INSPECTION RESULTS We identified the following items of noncompliance with Title 15 and Title 24 Minimum Standards below. §1029 – Policy and Procedures Manual, Section (a)(7): Emergency procedures include: fire suppression preplan as required by section 1032 of these regulations. The administration will need to provide BSCC staff with the fire suppression preplan specific to the Leinberger Detention Center. Tom Lopez Sheriff Page 2 §1032 – Fire Suppression Preplanning: Pursuant to Penal Code Section 6031.1(b), the facility administrator shall consult with the local fire department having jurisdiction over the facility, with the State Fire Marshal, or both, in developing a plan for fire suppression which shall include, but not be limited to: (a) a fire suppression pre-plan developed with the local fire department to be included as part of the policy and procedures manual (Title 15, California Code of Regulations Section 1029); (b) monthly fire prevention inspections by facility staff with two-year retention of the inspection record; The administration will need to provide the following documents: • Fire suppression preplan specific to the Leinberger Detention Center. • Two years’ worth of monthly fire prevention inspections. 1231.3.5 – Beds: Must be elevated off the floor, have a solid bottom, and a sleeping surface of at least 30 inches (762 mm) wide and 76 inches (1930 mm) long. During the inspection, it was discovered that the installed beds’ width did not meet the standard of 30 inches. The facility is currently vacant and has not been populated with incarcerated people since the building was completed. Before the facility is populated, the beds will need to be replaced with ones that meet the minimum standard and are verified by BSCC staff for compliance. 13-102(c)6 – Design Requirements: (2) Suicide Hazards. Architectural plans shall be reviewed by the Board for the purpose of reducing hazards posed by fixtures and equipment which could be used for an act of suicide by an inmate. The facility design shall avoid any surfaces, edges, fixtures or fittings that can provide an attachment for self-inflicted injury. The following features shall be incorporated in the design of temporary holding cells, temporary staging cells, sobering cells, safety cells, single occupancy cells and any other area where an inmate may be left alone. The dormitories fall under the 2019 standards, and there is a possibility of an incarcerated person being left in the dormitory by themselves, i.e., low population, individuals going to court proceedings, classes, or recreation yard, and one person not needing or wanting to partake. BSCC staff were informed that the facility is currently updating its policy to be cognizant of these situations and will either have the door open at all times or rehouse an individual if they fall into similar circumstances mentioned above. BSCC staff will follow up to verify the updated sections. Refer to the attached Procedures Checklist for detailed information.
