July 29, 2025 Wendell Anderson, Sheriff-Coroner Yuba County Sheriff’s Office 720 Yuba St. Marysville, CA 95901 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, YUBA COUNTY DETENTION FACILITY Dear Sheriff Anderson: An Unannounced Inspection of the Yuba County Sheriff's Office was completed for the following facility on July 1, 2025: FACILITY NAME BSCC # FACILITY TYPE Yuba County Jail 6120 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate compliance with Title 15, Minimum Standards for Local Detention Facilities. We identified no items of noncompliance with Title 15 Minimum Standards. For this inspection, Captain Spear, Lieutenant Jensen, Lieutenant Little, and Sergeant Kandola provided additional information for the following areas: 1029 Policy and Procedures Manual (e) In each area that I inspected, I was able to see documents posted advising incarcerated persons on how to report instances of sexual abuse. These advisories were posted on the walls, in easy view for all to see. 1032 Fire Suppression Preplanning (b) Fire and life safety inspection documents were reviewed and found to have been completed monthly. Additionally, the facility conducts a fire drill monthly to verify that staff perform in the correct manner and with efficiency. For each drill, staff are required to sign a training log to indicate they participated in the drill. A post-review of the drill is conducted to determine if additional training is needed. Wendell Anderson Sheriff-Coroner Page 2 1053 Administrative Separation An inspection of the Administrative Separation unit was conducted. Incarcerated persons receive at least one hour of exercise in the yard daily. Additionally, they receive a minimum of one hour of out of cell time daily. Incarcerated persons are removed from Administrative Separation when it is no longer necessary. The furniture and fixtures in the cells (and the dayroom) were the same as other housing units. 1055 Use of Safety Cell 1056 Use of Sobering Cell At the time of this inspection, Sobering cell #1 was not in use due to the padding on the partition needing repair. A work order had previously been submitted. A review of several usages of the Sobering cell and Safety cell documentation found compliance with the required safety checks as they were conducted as identified in the regulation (1:15 for safety cell and 1:30 for sobering cell). A new electronic safety check system is now in use at the facility. Both detention staff and nursing staff use this to conduct checks and document findings. 1062 Visiting Visiting is available for all incarcerated persons. Each person receives two in-person, 30- minute visits weekly. Additionally, incarcerated persons can use video visitation at an additional charge. There is no time restriction for video visitation. 1260 Standard Institutional Clothing 1263 Clothing Supply Clothing provided for the incarcerated persons was inspected for signs of torn, ripped, or soiled clothing; none were found. Upon asking how ripped/torn clothing is handled, Captain Spear stated that torn and ripped clothing is discarded, and additional clothing is purchased. The storage room containing the clothing was inspected and was found to be clean and organized. The facility is currently in the process of building a new laundry area where new washing machines and dryers will be located. Upon cleaning the soiled laundry, the clothing will be stored in their main laundry storage area.
