January 10, 2023 Brian Richart, Chief Probation Officer El Dorado County Probation 3974 Durock Road Suite 205 Shingle Springs, CA 95682 2022 UNANNOUNCED INSPECTION – WIC 209 AND 885 EL DORADO COUNTY JUVENILE HALL AND CAMP FACILITY BSCC# 7079 AND 7081 Dear Chief Richart: Pursuant to Welfare and Institutions Code section 209 and 885, on November 16, 2022, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the South Lake Tahoe Treatment Center which includes the Juvenile Hall and Challenge Camp, BSCC #7079 and 7081. The focus of the unannounced inspection was to verify continued compliance with Title 15 California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities, Sections 1354.5 Room Confinement, 1361 Grievance Procedure, and 1328 Safety Checks. BSCC INSPECTION Title 15, CCR Minimum Standards The inspection consisted of a site visit, interviews with administration, facility staff, and youth, a review of room confinement and grievances for dates in August-October of 2022, and a review of Safety Checks for the month of October 2022 for the Juvenile Hall and Challenge Camp. 1354.5 Room Confinement: During the BSCC comprehensive inspection completed in August 2022, the Juvenile Hall and Challenge Camp were deemed to be in compliance with this regulation; however, technical assistance was provided for continued compliance. Since the comprehensive inspection, the facilities have adopted the technical assistance provided and all eight (8) reviewed youth room confinement were within compliance of the regulation. Also, during the unannounced inspection, we reiterated any youth placed on room confinement shall be returned to normal programming once they no longer pose a threat to the safety or security of any youth or staff. 1361 Grievance Procedure: During the BSCC comprehensive inspection completed in August 2022, the Juvenile Hall and Challenge Camp were deemed to be in compliance with this regulation. During the unannounced inspection, we reviewed a total of two (2) grievances from the Juvenile Hall and Challenge Camp. We also conducted a walkthrough of each housing units to ensure grievance lockboxes and grievance forms were posted in the dayrooms. Review of documentation provided, and walkthrough of the housing units revealed compliance with this regulation. It should be noted the grievance lockboxes are checked by a Supervisor once per shift. Brian Richart Chief Probation Officer Page 2 1328 Safety Checks: During the BSCC comprehensive inspection completed in August 2022, the Juvenile Hall and Challenge Camp were deemed to be in compliance with this regulation; however technical assistance was provided for continued compliance. The comprehensive inspection in August 2022 revealed the facilities were in compliance with the regulation of fifteen (15) minute safety checks but, at times, were out of compliance with the facility policy and procedure manual which states safety checks are to be completed every ten (10) minutes. During the unannounced inspection, we reviewed the Safety Checks for the month of October 2022 from the Juvenile Hall and Challenge Camp. Review of documentation provided revealed compliance with the regulation as well as compliance with the facility’s policy and procedure manual. It should be also noted the facility Supervisor reviews safety checks twice per shift to ensure continue compliance with this regulation. Title 24, CCR Physical Plant The South Lake Tahoe Treatment Center which includes the Juvenile Hall and Challenge Camp were observed to be in good, clean, and orderly condition during our visit. There are no outstanding items of noncompliance with Title 24 minimum standards. CORRECTIVE ACTION PLAN There were no items of noncompliance identified during the unannounced inspection and no Corrective Action Plan is required at this time. --- I am available to provide technical assistance when requested.
