Dear Chief Viera Rosa:
During October 13 through 23, 2024, the Board of State and Community Corrections
conducted a Comprehensive Inspection of the Los Angeles County Probation Department’s
Los Padrinos Juvenile Hall. A pre-inspection briefing was held on Monday, August 26, 2024.
This inspection was conducted pursuant to Welfare and Institutions Code Sections 209 and
885 to determine compliance with the Minimum Standards for Juvenile Detention Facilities as
outlined in Titles 15 and 24, California Code of Regulations.
INSPECTION RESULTS

noncompliant based on the reinspection conducted between December 5, 2024 and
December 6, 2024 and Programs, Recreation, and Exercise remain noncompliant based on
the reinspection conducted between October 22, 2024 and October 31, 2024 as described in
the letter dated November 8, 2024.
CORRECTIVE ACTION PLAN (CAP)
An Exit Briefing was held with your staff on October 23, 2024. During the exit briefing, BSCC
staff presented an overview of the inspection, discussed technical assistance and best
practice recommendations, and an Initial Inspection Report (IIR) outlining the items of
noncompliance was provided to your staff.
Pursuant to Welfare and Institutions Code section 209(d), a CAP must be provided to the
BSCC for approval no later than 60 days following the notice of noncompliance in the IIR,
which is December 22, 2024. Upon receipt and approval of your CAP, BSCC staff will
follow up with further information regarding the implementation of the corrective action plan
and re-inspection for compliance.
