DETENTION FACILITY
Dear Chief Viera Rosa;
An Unannounced Inspection of the Los Angeles County Probation Department was
completed for the following facility on November 4, 2025.

This inspection was conducted pursuant to Welfare and Institutions Code Sections 209
and 885 to determine compliance with the Minimum Standards for Juvenile Detention
Facilities as outlined in Titles 15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate compliance with relevant
sections of Title 24 since the facility was opened without notice to the BSCC and 12 youth
were transferred to the facility.
The BSCC was unable to conduct a final pre-opening inspection prior to the transfer of
youth and opening of the facility, as a result, several clearances required by Title 24 were
not obtained and several items of noncompliance remain outstanding:
Operational Program Statement: 13- No updated Operational Program Statement
102(c)3 was provided prior to opening.
Facilities in Existing Buildings: 13- Public Health and Building Officials have not
201(c)4 provided clearances.
Facilities in Existing Buildings: 13- State Fire Marshal clearance not received
201(c)4 and Design Requirements: and Unknown Title 19 and Title 24 Design
Fire Safety: 13-201(c)6.B(1) Requirements specific to Fire Safety.
Design Requirements: Suicide Suicide hazards exist in Medical Observation

Design Requirements: Suicide In areas where staff are not in constant
Hazards 13-201(c)6.B(2)(h) supervision of the youth, telephone cords
shall be a length that reduces potential for
ligature.
Design Requirements: Security:13- Administration stated that a set number of
201(c) 6.B(9) guards for indoor and outdoor perimeter
would be present 24/7. During our evening
visit, these levels were not maintained.
Medical/Mental Health Care Housing Agency must provide current policy and
and Treatment Space. 13-201 (c) procedure addressing the healthcare,
6B(10) housing and treatment of ill and/or infirm
youth. This should also be addressed in the
Operational Program Statement.

Additionally, we noted the facility is in process of updating some relevant policies and
procedures as they apply to the youth held at CVK.
This correspondence serves as notice of noncompliance dated Wednesday, November
5, 2025. Pursuant to Welfare and Institutions Code section 209(d), an approved
Corrective Action Plan (CAP) must be provided to the BSCC for approval no later than 60
days following the notice of noncompliance, which is January 5, 2026. Failure to submit
a CAP by January 5, 2026 will result in the facility being deemed unsuitable for the
confinement of youth. Upon receipt and approval of your CAP, BSCC staff will follow up
with further information regarding the implementation of the corrective action plan and
reinspection for compliance. Failure to correct the item/s of noncompliance within the
approved timeframe following CAP approval will result in the county’s appearance before
the BSCC Board for a determination of suitability.
