A pre-inspection briefing was held on Friday, July 26, 2024, and the following facilities were inspected between August 27th and August 30th, 2024: FACILITY NAME BSCC # FACILITY TYPE Los Angeles Secure Youth Treatment Facility 7233 SYTF (SYTF) at CVK Los Angeles Secure Youth Treatment Facility 7235 SYTF (SYTF) at DKC These inspections were conducted pursuant to Welfare and Institutions Code Sections 209 and 885 to determine compliance with the Minimum Standards for Juvenile Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS We identified the following item(s) of noncompliance with Title 15 Minimum Standards. Refer to the attached Procedures Checklist for detailed information. SYTF at CVK Title 15, Section 1371, Programs, Recreation and Exercise: Agency documentation of programs, recreation, and exercise does not accurately reflect the actual provision of the activities. Proof of practice was found to be lacking and, in some cases, estimates of the time of activities were provided, rather than the actual time they occurred. While there is no doubt that the facility offers and provides the minimum number of programs, recreation, and exercise, the documentation could not be verified and must be corrected to ensure full compliance. Documentation of weekly contact could not be verified and the information specific to the youth’s progress from one week to the next was not consistent. CORRECTIVE ACTION PLAN (CAP) SYTF at CVK An Initial Inspection Report (IIR) outlining items of noncompliance was provided to your staff at the Exit Briefing on August 30, 2024. A Corrective Action Plan was provided and approved on October 25, 2024, with a county resolution date of November 15, 2024. Notification of correction was provided on October 31, 2024 and verification of correction is pending. SYTF at DKC An Initial Inspection Report (IIR) outlining items of noncompliance was provided to your staff at the Exit Briefing on August 30, 2024. A Corrective Action Plan was provided and approved on October 29, 2024, with a county resolution date of December 2, 2024.
