The following facility was inspected between Sunday, September 24, 2023 and Thursday, September 28, 2023: FACILITY NAME BSCC # FACILITY TYPE SYTF at CAMPUS KILPATRICK 7233 SYTF This inspection was conducted pursuant to Welfare and Institutions Code Sections 209 and 885 to determine compliance with the Minimum Standards for Juvenile Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, Board of State and Community Corrections (BSCC) staff conducted compliance monitoring pursuant to Welfare and Institutions Code Sections 209(f) and the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) requirements for separation between juveniles and adults. In addition to inspection, Title 15, Section 1313, and its authorizing statute require annual inspections conducted by a local Health Officer, fire authority having jurisdiction, county building inspection by an agency designated by the County Board of Supervisors, County Superintendent of Schools, Juvenile Court, and Juvenile Justice Commission. The results of those inspections are considered a part of this report. The Board of State and Community Corrections (BSCC) Comprehensive Inspection report is enclosed and consists of the following: This transmittal letter, the Comprehensive Title 15 Procedures Checklist, a Living Area Space Evaluation, and a Physical Plant Evaluation. Please refer to the Title 15 Procedures Checklist for a summary of all relevant minimum standards, indicators of compliance or noncompliance, and information that was used to determine compliance. Discipline Refer to the attached Procedures Checklist for detailed information. Since the inspection, we have verified that § 1325. Fire Safety Plan and § 1352. Classification has been corrected; these sections do not need to be addressed in the Corrective Action Plan. The BSCC has raised concerns about the security around the facility in past inspections, and we are aware that security upgrades are in progress to address these concerns. We will complete an additional physical plant inspection when the upgrades are complete. Juvenile Justice and Delinquency Prevention Act Compliance Monitoring No violations of the JJDPA have been identified, and no areas of noncompliance were noted. CORRECTIVE ACTION PLAN (CAP) An Exit Briefing with your staff was held on Thursday, September 28, 2023; BSCC staff presented an overview of the inspection and discussed technical assistance and best practice recommendations.
