YES DATE CAP DUE TO BSCC: 11/27/2023 Current Items of Noncompliance: Title 15. Description Section The facility has continued to utilize the RTSB policy since the inception of the program at CK in September 2022, but that policy has not been updated to include the SYTF operations nor has a Secure Youth Treatment Facility (SYTF) specific manual or directives been drafted to reflect the procedural changes specific to the SYTF population until just recently. A policy manual specific to the SYTF Bureau has been drafted; however, the policy and procedures are not final or available to staff working at the facility. The SYTF manual that was provided to us remains in draft status and is still subject § 1324. to change. We have been advised that the manual is pending additional updates as Policy and upper management and labor representatives still need to review, approve, and Procedures finalize. SYTF staff do not have access to the draft manual and continue to use the Manual. Residential Services Bureau (RTSB) manual despite procedures not applying to the operations of the facility. This item will remain out of compliance until a final policy and procedure manual is available to all employees and the manual addresses policy and procedure not only for those sections required in 1324 but all sections as required in the individual regulatory sections. **All other policy sections are included here so as not to notate all areas for the same noncompliance issue. § 1325. Description Section § 1352 There is no formal classification process. The current classification documentation Classification process does not include all required classification factors nor has there been a formal periodic classification review. Classification has been an informal process based on a thorough review of the youth’s file. This will be addressed and all youth reclassified and documentation completed. § 1353. The documentation provided did not include information specific to the SYTF Orientation. population. Youth only received verbal orientation. This will be addressed and all youth reoriented and will receive written documentation. § 1355. With the exception of the transition plans, it is unclear what the facility procedures Institutional are and if regulation requirements are being completed. The process continues to evolve as the program moves from RTSB to full SYTF. § 1361. Grievances reviewed did not meet the initial 3-day timeline. Grievance Procedure. § 1390. The facility lacks a suitable discipline process.
