October 3, 2022 Marshall Hopper, Chief Probation Officer Placer County Probation Department 2929 Richardson Drive, Suite B Auburn, CA 95603 2022 UNANNOUNCED INSPECTION – WIC 209 PLACER COUNTY JUVENILE HALL BSCC# 7400 Dear Chief Hopper: Pursuant to Welfare and Institutions Code section 209, on August 25, 2022, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the Placer County Juvenile Hall, BSCC #7400. The focus of the unannounced inspections was to verify continued compliance with Title 15 California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities, Sections 1325 Fire Safety Plan, 1354.5 Room Confinement, 1371 Programs, Recreation, and Exercise, and 1391 Discipline Process. BSCC INSPECTION Title 15, CCR Minimum Standards The inspection consisted of a site visit, interviews with administration, facility staff, and youth, a review of fire drill documentation for dates in January-August of 2022, a review of room confinement documentation from June-August 2022, a review of the Programs, Recreation, and Exercise documentation for June-July 2022, and a review of due process hearings from June-August of 2022. 1325 Fire Safety Plan: During the BSCC comprehensive inspection completed in February 2022, it was discovered the facility had a five (5) month gap between fire drills during the 2020-2022 inspection cycle. Although the facility was deemed to be in compliance for this regulation, technical assistance was provided. Since the comprehensive inspection, the facility has moved to completing fire drills once a month, which is above and beyond the regulation which requires fire drills to be completed quarterly. During the unannounced inspection, we reviewed the facility’s fire drill logs for 2022. Review of documentation revealed continued compliance with this regulation as well as completion of fire drills once per month. 1354.5 Room Confinement: During the BSCC comprehensive inspection completed in February 2022, we provided technical assistance regarding the placement of youth on room confinement only when the youth presents a clear and immediate threat to the safety and security of the facility. During the unannounced inspection, we reviewed two (2) room confinements which were the only two (2) incidents of room confinement since the comprehensive inspection. In each incident reviewed, Marchall Hopper Chief Probation Page 2 the youth presented a clear threat to the safety and security of the facility. Review of documentation revealed continued compliance with this regulation. 1371 Programs, Recreation, and Exercise: During the BSCC comprehensive inspection completed in February 2022, it was discovered the facility was not consistently providing youth one (1) hour of programming on the weekends. During the unannounced inspection, we reviewed programming documentation, monthly program calendar, and conducted interviews with youth and staff. Review of documentation and interviews revealed continued compliance with this regulation and consistent offering of daily one (1) hour of programming to youth seven (7) days a week. 1391 Discipline Process: During the BSCC comprehensive inspection completed in February 2022, it was discovered that due process forms were being completed properly by staff however the youth was not required to sign the form. We provided technical assistance and, prior to the completion of the comprehensive inspection, Juvenile Hall Manager Eric Guerena created and implemented a due process form in which the youth had the ability to sign and date the form. During the unannounced inspection, we reviewed five (5) completed youth due process forms. Review of documentation revealed continued compliance with this regulation. Title 24, CCR Physical Plant The Placer County Juvenile Hall was observed to be in good, clean, and orderly condition during our visit. There are no outstanding items of noncompliance with Title 24 minimum standards. CORRECTIVE ACTION PLAN There were no items of noncompliance identified during the unannounced inspection and no Corrective Action Plan is required at this time. -- I am available to provide technical assistance when requested.
