YES DATE CAP DUE TO BSCC: 10/9/2023 Current Items of Noncompliance Title 15. Section Description Due to not having an adequate number of personnel, Camp youth are being moved to the Juvenile Hall on a consistent basis for sleepovers and during the day § 1321. Staffing. shift at various intervals. In addition, all youth are not receiving the daily required one hour of structured programming on a consistent basis. The Juvenile Hall facility is alternating programming requirements for youth on a particular unit when staffing levels are inadequate. This includes Camp § 1371. Programs, Recreation, and Exercise. youth who are regularly moved to the JH due to lack of staffing. As a result, at times, selected youth may get the required programming and the other half of the group will not get the required programming. Due to inadequate staffing levels, youth are, at times, required to alternate eating meals in their rooms. This is considered room confinement out of convenience to the facility. In addition, when staff levels are not sufficient, a regular practice is to “split programming”. When split programming occurs, a portion of youth § 1354.5. Room Confinement. are placed in their rooms while the other portion of the group is out of their rooms’. Although, some programming requirements are being met, youth are being placed in their rooms during time periods that are outside of regularly scheduled time out of their rooms. Specific to the items identified in this document, we provided technical assistance through open dialogue, meeting with the facility administrative team, interviewing supervisory staff, and discussing practices that have resulted in favorable outcomes with maintaining Title 15 compliance. Additional Information Ultimately, staffing levels are affecting the overall operation of the facility.
