DETENTION FACILITIES
Dear Chief Reyes:
An Unannounced Inspection of the San Luis Obispo County Probation Department was
completed for the following facilities on Tuesday, October 8, 2024:

These inspections were conducted pursuant to Welfare and Institutions Code Sections
209 and 885 to determine compliance with the Minimum Standards for Juvenile Detention
Facilities as outlined in Title 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate compliance with Title 24
Minimum Standards for county-funded projects. These projects included several
modifications to provide an upgraded and more homelike environment to committed youth
in the CVA, SYTF, and SYTF-CVA step-down programs. The razor wire removal outside
of CVA and security grates from the upper tier in Pismo and Morro CVA units is complete
and has made a huge difference in the ambiance for youth inside and outside both living
units. The remodel of all PRE-97 bathrooms in Pismo, Center, and Morrow Units will
begin in January 2025.
A remodel in the Center Unit to enhance a homelike environment for newly committed
SYTF youth included new plank flooring, removal of one bed in the double rooms, and
the addition of desks, bookcases, and shelves for youth property. These modifications

allow the long-term SYTF population in the Seeking Opportunity and Achieving Re-entry
(SOAR) Program to facilitate an independent living environment.
We also reviewed the vocational education project which will be completed by the end of
November 2024. This includes removal of unused sand volleyball courts to be replaced
with two trailer pads for incoming mobile classrooms for CTE programming. Additionally,
the old kitchen is pending remodel into a new laundry facility, which will be used by youth
as part of an Independent Living exercise, with work beginning in January 2025.
No items of noncompliance were identified with Title 24 Minimum Standards. A Living
Area Space Evaluation (LASE) was completed as part of the unannounced inspection to
verify projects and review the new rated capacity for the Juvenile Services Center.

Comments: Holding Room 2 was a safety cell but converted to holding room space. Holding rooms 2 and 3 have 73 square
feet with 80” of seating area. Holding Room 5 has 77.5 square feet with 80” of seating area. Each holding room is equipped
with a bed utilized as a bench for holding or as a bed for youth taken to the holding room for safety- and security-related
behaviors. There are 3 no-contact visiting rooms, currently used as individual counseling rooms and for Zoom visits with family
and for Court.
PISMO UNIT: CVA Youth – CVA Camp Commit

Comments: Rooms 1-4 are wet rooms. Rooms 6-10 were reduced from double to single rooms to allow room for a desk,

Comments: Rooms 101, 102, 105-120 have 73.5 square feet of irregular-shaped space. Rooms 103 and 104 have 79.28
square feet of irregular-shaped space. The dayroom has 4 regular showers and 1 ADA shower. There are two Counseling
Rooms near the staff control area used for Court, Tele-psychiatry, and individual time when requested by youth.
Education Space
There are 3 classrooms in the Corridor leading to West Unit that can accommodate 20 students each. Two are currently being
used for school instruction and the third for the graduates to complete online college courses. The third classroom is supervised
by JSO staff. If the facility was at capacity, youth in Pismo, Center, or Morro can attend school in the dayroom as it falls under
Pre-98 (CYA) standards.
