December 26, 2025 Tom Milder, Chief Probation Officer San Luis Obispo County Probation Department 1730 Bishop Street San Luis Obispo, CA 93401 2025-2026 UNANNOUNCED INSPECTION, WELFARE & INSTITUTIONS CODE SECTIONS 209 & 885, SAN LUIS OBISPO COUNTY PROBATION DEPARTMENT DETENTION FACILITIES Dear Chief Milder: An Unannounced Inspection of the San Luis Obispo County Probation Department was completed for the following facilities on December 2, 2025: FACILITY NAME BSCC # FACILITY TYPE San Luis Obispo Juvenile Hall 7539 JH San Luis Obispo Coastal Valley Academy 7540 CAMP San Luis Obispo Secure Youth Treatment 7541 SYTF Facility – Coastal Valley Academy San Luis Obispo Secure Youth Treatment 7543 SYTF Facility – Juvenile Hall These inspections were conducted pursuant to Welfare and Institutions Code Sections 209 and 885 to determine compliance with the Minimum Standards for Juvenile Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate pending Construction Projects ongoing from the 2023 - 2024 Inspection Cycle, and into the 2025 Inspection year. Timelines and required document submissions were identified and discussed with new Assistant Chief Deputy Jennifer Gonzales and her team regarding updates and progress. Project #1 is identified as a remodel of 12 existing restrooms in the three older living units: Center, Pismo, and Morro, as well as updating the mop sinks in each Janitor Closet. The remodel does not change the design and space of the restrooms and includes updating drywall, paint, and floor/wall tiles. The agency plans to use existing shower fixtures, soap dispensers, and toilet combo units. The replacement of mop sinks in existing janitor closets is in the same living units. After review with the Board of State and Community Corrections (BSCC) Juvenile Field Representative for Plan Review, Ray Watson, we are requesting the agency complete a memo outlining the above to include Seamair Construction drawings and the total budget, currently assessed at $356,000. This project Tom Milder Chief Probation Officer Page 2 will have no impact to Title 15 or 24. Once the information requested is received, we will respond via letter to that effect. Project #2 is identified as the construction of a Kitchenette in Center Unit to mirror existing kitchenettes in Pismo and Morro Units. The design includes the placement of a cooktop, oven, microwave, sink, and refrigerator. The project uses existing vacant space within the living unit. After review with the BSCC Juvenile Field Representative for Plan Review, Ray Watson, we are requesting the agency to submit an Operational Program Statement, as well as Spec sheets and Design drawings. BSCC will provide a Project number and review plans prior to construction. Seamair Construction will complete this project with a current assessed cost of $249,000. This project does have an impact to Title 15 and 24; therefore, it will be monitored throughout to ensure compliance for both. Project #3 involves removing a sand volleyball court and filling the space with concrete to house a mobile construction trailer for vocational education services. The concrete pad is already in place, as well as the placement of a gate to allow the mobile trailer access two times per week for youth in the facility. The cost for the project was $184,000, for the concrete slab and gate, while the mobile trailer is provided by the San Luis Obispo Office of Education. After review with the BSCC Juvenile Field Representative for Plan Review, Ray Watson, we are requesting the agency complete a memo outlining the above to include R. Burke Corporation plans and budget for the completed project for our records. This project will have no impact to Title 15 or 24, as the removal of the outdoor space was of no consequence to the existing indoor gym and outdoor space available to youth. Rather, it enhances vocational opportunities for youth in excess of educational and post- secondary opportunities existing currently. Once the information requested is received, we will respond via letter to that effect. We took note of a pending project, in collaboration with the San Luis Obispo County Jail, to add, upgrade, and replace current cameras and security door systems, with an intended plan for 2027-2028. We will monitor this project moving forward, however, we have insufficient information to initiate a Plan Review at this time.
