September 11, 2024 Mark Ferriera, Chief Probation Officer Stanislaus Probation Department 2215 Blue Gum Avenue Modesto, CA 95358 2023-2024 UNANNOUNCED INSPECTION, WELFARE & INSTITUTION S CODE SECTIONS 209 & 885, STANISLAUS COUNTY PROBATION DEPARTMENT DETENTION FACILITY Dear Chief Ferriera: An Unannounced Inspection of the Stanislaus County Probation Department was completed for the following on Tuesday, August 6, 2024: FACILITY NAME BSCC # FACILITY TYPE Juvenile Commitment Facility 7675 CAMP This inspection was conducted pursuant to Welfare and Institutions Code Sections 209 and 885 to determine compliance with the Minimum Standards for Juvenile Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate compliance with Title 15 Sections 1500 Standard Bedding and Linen Issue and 1502 Mattresses, and Title 24 Section 1230.1.22 Audio Monitoring System. Though not required by Title 24 when the facility was constructed, the mirrors in the youths’ rooms were also inspected. The majority of the mirrors inspected were free from damage, though a few had scratches and tagging. The facility administrator indicated they could buff out the damage to the mirrors and ensured this would be addressed. Title 15, Section 1500 Standard Bedding and Linen Issue: Each youth’s room was outfitted with required linens, a towel, and blankets. The standard bedding and linen were inspected and were free of holes and stains. Board of State and Community Corrections (BSCC) staff interviewed youth, and the consensus of all youth interviewed was if their assigned issue were stained or had holes, they would just need to notify staff and they would be given replacements. Marc Ferriera Chief Probation Officer Page 2 Title 15, Section 1502 Mattresses: The mattresses in the youths’ rooms were physically inspected and were in good shape. The mattresses had a combined pillow. One mattress in an unoccupied double room was torn at the top and administration indicated it would be replaced. BSCC staff interviewed several youths about their mattress and no youth had a complaint about the quality or comfort. Title 24, Section 1230.1.22 Audio Monitoring System: The audio monitoring system was tested in each room to ensure the ability of youth being able to alert staff. The system allowed BSCC staff to communicate with facility staff by pressing on a button in the room and a response by staff was clearly received. We identified no items of noncompliance with Title 15 and Title 24 Minimum Standards.
