Redman, Sheriff Amador County Sheriff’s Office 700 Court Street Jackson, CA 95642 2020-2022 TARGETED INSPECTION OF AMADOR COUNTY SHERIFF'S OFFICE JAIL AND COURT HOLDING FACILITIES, PENAL CODE 6031 Dear Sheriff Redman: On September 13, 2022, the Board of State and Community Corrections (BSCC) staff conducted a targeted inspection of the Amador County Jail and Amador County Court Holding. This targeted inspection was conducted after receiving your Corrective Action Plan (CAP) for resolving items of noncompliance identified duringthe2020/2022 Biennial Inspection conducted on May 18-19, 2022. Pursuant to Penal Code Section 6031, this inspection was performed to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15, California Code of Regulations (CCR). Our targeted inspection was limited to only those Title 15 regulations that were found out of compliance during our 2020/2022 Biennial Inspection. Please note that we will return to complete a comprehensive annual inspection prior to December 31, 2023, for the new cycle. The complete BSCC inspection report is enclosed and consists of this transmittal letter and a procedures checklist containing the targeted sections of Title 15. Refer to the Title 15 Targeted Checklist for indication of compliance status and evidence used to determine compliance. BSCC INSPECTION Title 15, CCR Targeted Inspection: Our evaluation consisted of reviewing only those targeted policies and procedures related specifically to the applicable regulations included in Title 15, CCR.1 The inspection consisted of an onsite review of the Amador County Sheriff’s Office Custody Services Manual and sections of the Amador County Sheriff’s Office Policy Manual that apply to Jail and Court Holding Operations and were found to have items of non-compliance in the 2020/2022 biennial inspection. 1 BSCC does not review all policies and procedures. We do not “approve” policies and procedures, nor do we review them for constitutional or legal issues. We recommend agencies seek review through their legal advisor, risk manager and other persons deemedappropriate. Gary W. Redman Sheriff Page 2 Specific regulations inspected for in this targeted inspection included: Section §1027.5 Safety Checks During our targeted inspection, we found no items of noncompliance with Title 15 §1027.5. Please refer to the Targeted Procedures Checklist for detailed information. This concludes our targeted inspection of the Amador County Jail and Amador County Court Holding Facilities. BSCC Staff sat down and reviewed the Jail Management System, previous problems with ☒ ☐ ☐ the system were corrected. Emphasis on Safety checks and on documenting checks has been successful.
