January 15, 2019 Michael Salvador, Chief of Police Coalinga Police Department 270 N. 6th Street Coalinga, CA 93210 2016-2018 BIENNIAL INSPECTION PENAL CODE SECTION 6031; WELFARE AND INSTITUTIONS CODE SECTION 209; JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT Dear Chief Salvador: On June 26, 2018, staff of the Board of State and Community Corrections (BSCC) conducted the 2016 - 2018 biennial inspection of the Coalinga Police Department Temporary Holding Facility pursuant to Penal Code Section 6031 and Welfare and Institutions Code (WIC) Section 209. The facility was inspected for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations and for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) requirements for holding minors. The inspection consisted of a review of applicable operational policies and procedures, including ensuring practices are consistent with regulations and written procedures, a review of documentation to verify compliance with regulatory expectations, a walk-through of the physical plant and administrative staff interviews. There were no prisoners present at the time of the inspection. The complete BSCC inspection report is enclosed and consists of: • This transmittal letter; • The Procedures Checklist outlining applicable Title 15 sections; • The Physical Plant Evaluation outlining Title 24 requirements for design; and, • The Living Area Space Evaluation that summarizes the facility’s physical plant configuration. We encourage continuing the practice of maintaining a permanent file for historical copies of all inspections. This file should be the first point of reference when preparing for all future inspections. LOCAL INSPECTIONS Annual inspections are required by the County Health Department and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The inspection was completed on July 11, 2018 and clearance was granted. HEALTH INSPECTIONS: Environmental Medical /Mental Nutritional Health Health Coalinga PD THJ 08/04/2017 10/19/2017 N/A Corrective action is required to address lacking policy issues regarding environmental health areas. BSCC INSPECTION PHYSICAL PLANT: The Coalinga Temporary Holding Facility was evaluated under the 1986 Title 24 Standards. The facility consists of two holding cells and a secure booking area. There are no special-need cells such as a sobering or safety cell. There were no areas of non-compliance noted regarding the physical plant. The area was clean and well maintained. JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT (JJDPA): In accordance with the JJDPA, BSCC monitors law enforcement facilities for compliance with JJDPA. All logs were reviewed and found to be complete and comprehensive. No issues of non- compliance regarding JJDPA were noted. TITLE 15 INSPECTION RESULTS: POLICY REVIEW: We reviewed the relevant sections of agency policy against regulation to ensure each area required by regulation was addressed. Technical assistance was provided and discussed regarding the use of two different policy and procedure manuals with the same information. We suggest that one policy document be adopted to eliminate duplication and confusion. We identified two items of non-compliance: Title 15 Section 1029, Policy and Procedure Manual A full review and update of the agency policy and procedure manual is required every two years. Additionally, all areas as noted in Section 1029 must be documented in agency policy and procedures. We were unable to locate policy regarding testing of emergency equipment and facility administrator’s annual reviews that evaluate and document external security measures in the current policy and procedure manual. Furthermore, the most recent full policy review and revision occurred in 2016. Facility administration notes that they have been working on the manual and a review is pending, but there has not been a full review and update this cycle.
