December 15, 2020 Joseph Gomez, Chief of Police Selma Police Department 2055 Third Street Selma, Ca 93662 County of Fresno – City of Selma Police Department Temporary Holding Facility - BSCC Plan Review Number 019-0801.01 Dear Chief Gomez: On December 02, 2020, BSCC staff conducted a pre-opening inspection of the newly constructed Selma Police Department Temporary Holding Facility. The purpose of this inspection was to determine compliance with the applicable Minimum Standards for Temporary Holding Facilities as outlined in Titles 15 and 24, California Code of Regulations (CCR). The Title 24, 2013 Regulations were applied as these regulations were in effect at the time the original Letter of Intent to begin the construction process was received. The inspection report includes this letter, a Physical Plant Evaluation outlining Title 24 requirements for the facility design and furnishings and a Living Area Space Evaluation that summarizes the facility’s configuration and rated capacity. We encourage the practice of maintaining a permanent file for historical copies of all inspections and this file should be the first point of reference when preparing for all future inspections. There are no issues of non-compliance noted. We would like to acknowledge the efforts of everyone with whom we have interacted during the entire planning and construction process. The result is the culmination of their efforts in successfully constructing a facility that will serve the needs of your community for many years. This concludes the pre-opening inspection report. We very much appreciate your commitment to operate safe and secure detention facilities in compliance with the California Code of Regulations. Should you have any questions or comments relating to this inspection, please contact me directly, at (916) 956-1559 or by e-mail at tim.mcwilliams@bscc.ca.gov.
