Title 15. Section Description
Jail
Due to vacant staff positions and staff with approved
long-term time off, the agency is unable to complete
safety checks at various times within the hourly
requirements of regulation.
§ 1027. Number of Personnel
The agency informed BSCC staff they have had staff
shortages since July 1, 2020. The agency is using
supervisory staff and other county agencies to backfill
jail positons.

BSCC staff determined the agency is noncompliant
with this regulation due to not routinely conducting
§ 1027.5 Safety Checks
safety checks within this regulation's time
requirements. There were also safety checks
documented in consecutive sixty-minute time intervals.
§ 1032. Fire Suppression Preplanning Jail
BSCC staff determined noncompliance with this
regulation due to the agency not providing
documentation for monthly fire prevention inspections
conducted by staff.

regulation due to the agency not providing
§ 1032. Fire Suppression Preplanning
documentation for staff not conducting monthly fire
prevention inspections from November of 2020
through March of 2021.
Title 24. Section Description
Jail
The padding was removed from the safety cell by a
1231.2.5 Safety cell
person placed inside. Supplies have been ordered, but
delivery is delayed due to pandemic. Noncompliance
is based on the lack of safety cell.

Additional Information
During the onsite inspection, the agency’s department head informed BSCC staff they are working
with the Board of Supervisors in developing a retention and recruitment plan.
