Rhambo Jr, Chief of Police Los Angeles Airport Police Department 9160 Loyola Blvd Los Angeles, CA 90045 LOS ANGELES AIRPORT POLICE DEPARTMENT TEMPORARY HOLDING FACILITY PRE-OPENING INSPECTION Dear Chief Rhambo: On August 9th, 2022, the Board of State and Community Corrections met with members of your construction team to tour the new detention facility, which will detain adult offenders. Non-secure youth will be held in the watch commander/report writing room area. The purpose of the visit was to review and determine finale compliance with Title 24 Regulations, Minimum Standards for Adult Detention Facilities. This report is comprised of this letter and the enclosed documents including a Physical Plant Evaluation, outlining the Title 24 requirements for the design and a Living Area Space Evaluation that summarizes the facility’s configuration and rated capacity. There are no current items of noncompliance with Title 24. The facility’s procedures will be reviewed during the next scheduled biennial inspection, which will occur sometime in January 2023-2024. In addition to the inspection by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The facility will also be inspected annually for compliance with federal Juvenile Justice and Delinquency Prevention core requirements for holding youth in secure detention. We encourage the practice of maintaining a permanent file for historical copies of all inspections and this file should be the first point of reference when preparing for all future inspections. We realize this construction project has involved significant collaboration between several departments and agencies. Each were dedicated professionals and very knowledgeable in their respective fields of expertise. The group functioned very well as a team during the construction process. At all times, we found the group to be receptive to suggestions, attentive to others’ concerns, and immediately responsive to issues identified during discussions and site visits. -- Cecil W.
