At that time it was used for misdemeanant holding and the pre-booking holding cell 3 was used as a detox cell. The pre-booking cell did not comply with detox cell regulations because there was no toilet, washbasin or fountain, and the 1980 standards that are applied to the pre-booking area require a padded floor. 1995 BOC Inspection: The bench was removed from Cell A to bring it into compliance with requirements for a 1963 detox cell. Presumably it was used as a detox cell at this time. 1997 and 2000 BOC Inspections: Cell A was being used for misdemeanants and it was out of compliance as a holding cell because the bench had been removed. The pre-booking cell 3 was being used for detox and was out of compliance as noted above. 2001 BOC Inspection: This issue was inadvertently omitted from the report, but we understand that the practice was the same as in 1997 and 2000. 2003 BOC Inspection: Cell A was being used for misdemeanants and it was out of compliance as a holding cell because there was no bench. The pre-booking cell 3 was being used as a sobering/detox cell and was out of compliance as noted above (1993 inspection). At the 2003 inspection we did not adjust the rated capacity of this facility to reflect using this cell for housing. Pending further discussion and clarification, we will review this at the next inspection to determine if it should be considered as housing or as a large holding cell. 2005 BOC Inspection: Cell A is being used as a sobering cell again, but is also used (inappropriately) as an overflow holding cell. Cell A does not contain seating and is not a “holding cell” as defined in T-24. Consequently, while the station has resolved the issue of holding inebriated inmates, it also removes a holding cell and must place inmates in the cell violation of the regs. Pre-Booking -Cell 3 is no longer being used as a sobering cell. Notes: One holding cell is used for juveniles. 2016-2018 inspection – Two rooms in the administrative area of the jail are used for secure detention of juveniles.
