The facility was inspected for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations and for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) requirements for holding minors. The inspection consisted of a review of applicable operational policies and procedures, including ensuring practices are consistent with regulations and written procedures, a review of documentation to verify compliance with regulatory expectations, a walk-through of the physical plant and administrative staff interviews. There were no adult arrestees or juveniles present at the time of the inspection. The complete BSCC inspection report is enclosed and consists of: • This transmittal letter; • The Procedures Checklist outlining applicable Title 15 sections; • The Physical Plant Evaluation outlining Title 24 requirements for design; and, • The Living Area Space Evaluation that summarizes the facility’s physical plant configuration. LOCAL INSPECTIONS Annual inspections are required by the County Health Department and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). HEALTH INSPECTIONS: As of the writing of this report we have not received any of your public health reports for 2017 or 2018. Please forward them as you receive them. BSCC INSPECTION PHYSICAL PLANT: The Fort Bragg City Jail was opened in 1991 and is evaluated under the 1988 Title 24 Physical Plant Minimum Standards. The facility is in a county-owned public safety complex but is solely operated by the Fort Bragg Police Department. The facility consists of a single holding cell and a secure booking area. There are no special-need cells such as a sobering or safety cell. There were no areas of non-compliance noted regarding the physical plant. The area was clean and well maintained. JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT (JJDPA): In accordance with the JJDPA, BSCC monitors law enforcement facilities for compliance with JJDPA. All logs were reviewed and no issues of non-compliance regarding JJDPA were noted. TITLE 15 INSPECTION RESULTS: POLICY REVIEW: The most recent full policy review and revision occurred in May 2018 and was pending Chief approval. We reviewed the relevant sections against regulation to ensure each area required by regulation was addressed in policy. There were no areas of non-compliance noted. PROCEDURES AND DOCUMENTATION REVIEW: Documentation requested and reviewed included booking logs, screening forms, shift schedules and staffing lists, classification documentation, incident reports and any other records that would give insight to facility operations.
