Box 616 Bridgeport, CA 93517 Dear Sheriff Braun: 2016 – 2018 BIENNIAL INSPECTION PENAL CODE SECTION 6031 On June 20, 2018, staff of the Board of State and Community Corrections (BSCC) conducted the biennial inspection of the Mono County Jail to Penal Code Section 6031 for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, BSCC staff conducted compliance monitoring pursuant to Welfare and Institutions Code (WIC) Section 209(f) for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) for the separation requirements of juveniles from incarcerated adults. The inspection began with a walk-through of the physical plant, a review of applicable written policies and procedures governing the operation of the facility, and a review of documentation to verify that your practices follow your written procedures and regulations. Lieutenant Minder and Sergeant Bush were present during the inspection and assisted by answering questions and clarifying procedural issues. Their involvement, along with that of all staff interviewed during the inspection process was extremely valuable. The professionalism and courtesy extended during the visit was appreciated. The complete BSCC inspection report is enclosed and consists of: • This transmittal letter; • the Procedures Checklist outlining applicable Title 15 sections; • the Physical Plant Evaluation outlining Title 24 requirements for design; • the Living Area Space Evaluation summarizing the physical plant configuration. We encourage the practice of maintaining a permanent file for historical copies of all inspections. This file should be the first point of reference when preparing for all future inspections. 3250 Mono County LTR 6/20/18 Ingrid Braun, Sheriff-Coroner Mono County Sheriff’s Office Page 2 Local Inspections In addition to a biennial inspection by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The local health authority is required to conduct inspections of all detention facilities and includes an evaluation of medical and mental health services, nutritional requirements and environmental health standards. Please consider our report in conjunction with the reports from the County Health Officer and the respective fire authorities for a comprehensive perspective of your facilities. Fire Inspection: The last fire and life safety inspection was completed on February 6, 2014. A fire clearance was granted. Health Inspections: The table below lists the dates of the most recent health inspections. Inspection Date Non-Compliance Issues Health-Environmental August 11, 2015 None Health-Medical/Mental Health August 11, 2015 None Health-Nutrition August 11, 2015 None BSCC Inspection Physical Plant: Mono County Jail: Completed in 1989, the Mono County Jail was inspected and evaluated using the 1988 and 1994 Title 24, CCR, Minimum Standards for Local Detention Facilities. With a rated capacity of 48, there were 24 males and 1 female inmate in custody the day of the inspection. The jail was clean and staff verified that the maintenance issues are handled promptly. No areas of deferred maintenance were obviously apparent. Minors are not detained or housed in the facility. We encourage efforts to create additional program space to meet future needs of the agency. No issues of non-compliance with Title 24 standards were identified. Title 15 Inspection: During the inspection, BSCC staff compared applicable policy and procedures to actual practices. The process included examination of supporting documentation including safety checks, monthly fire/life 3250 Mono County LTR 6/20/18 - 2 - Ingrid Braun, Sheriff-Coroner Mono County Sheriff’s Office Page 3 safety inspections, incident reports, classification and medical screening, exercise records, grievance and discipline processes. We interviewed line staff and found them to be knowledgeable on Title 15 and related issues. Please review the attached Procedures Checklist for further information. Please see the below listed areas of non-compliance and reference the Procedures Checklist for detailed information. • 1032 FIRE SUPPRESSION PREPLANNING: There is a fire suppression pre-plan that has been developed in consultation with the responsible fire authority and includes: Monthly fire and life safety inspections by facility staff with a two-year retention of the inspection record. The agency provided the previous two years of documented monthly fire life and safety inspection forms. During this review, it was found that several monthly inspection forms were not available to verify. • 1032 FIRE SUPPRESSION PREPLANNING: Fire prevention inspections at least once every two years: The last documented fire prevention inspection is dated February 6, 2014. The agency must provide a current fire prevention inspection to be compliant with this regulation. • 1051 COMMUNICABLE DISEASES: An inquiry is made to determine if the inmate has or has had any communicable diseases, or has observable symptoms of communicable diseases, including but not limited to tuberculosis or other airborne diseases, or other special medical problems is identified by the health authority. Absent a listing of “observable symptoms” in the policy, the agency is non-compliant with this regulation. Once the agency provides their revise4d policy containing observable symptoms, this report will reflect compliance. • 1052 MENTALLY DISORDERED INMATES: An evaluation by health care staff occurs within 24 hours of identification or at the next daily sick call, whichever is earliest. The agency advised that, due to the lack of resources locally, an inmate would have to be transported over fifty miles for an evaluation or be seen on the next sick call day which only occurs on weekdays. In general, inmates identified as mentally disordered are waiting an excess of 24 hours.
