The jail was inspected for compliance with the Minimum Standards lor Local Detention Facilities as outlined in Titles IS and 24, California Code of Regulations and the federal Juvenile .lustice and Delinquency Prevention Act (J.lDPA) requirements for holding minors. The inspection was preceded by a desk audit or applicable policies and procedures governing the operation or the facilityI The on-site inspection began with a review of documentation to verify that practices follow written procedures and regulation, and concluded with a walk-through of the physical plant. Sergeant Kham Vang was present during the inspection and assisted by answering questions and clarifying procedural issues. His involvement in the inspection process was extremely valuable. The professionalism and courtesy extended during the process was appreciated. The health inspections were conducted on October 16,2108 and the facility was found in compliance. BSCC Inspection Physical Plant: The facility was evaluated as a Temporary Holding Facility under 1980 standards that were in effect at the time of the original construction, and when various areas were remodeled or added to the racility. The safety cell continues to be L1sed as storage during this inspection cycle. The facility was clean and appeared to be well maintained. No non-compliance issue was noted. Policies and Procedures: Prior to the onsite inspection, BSCC staff reviewed applicable policy. BSCC reviewed the relevant sections of the manual and reconciled the contents against regulations to ensure that each subject required by regulation was addressed in policy. We informed your staff that there is a recently updated version of Title 15 minimulll standards and that the facility should go through the new standards to ensure that the facility \:vill remain in compliance with their policy and procedures manual. We also reviewed a variety ol'custody records and noted overall completeness and adherence to both regulatioli and policy. Duration of custody is brief and most detentions last less than four hours. No non-compliance issues were noted.
