Euclid St. La Habra, CA 90631 2016 – 2018 BIENNIAL INSPECTION 6031 PC & 209 WIC Dear Chief Price, On April 3, 2018, staff of the Board of State and Community Corrections (BSCC) conducted the biennial inspection of the La Habra City Jail pursuant to Penal Code Section 6031 for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, BSCC staff conducted compliance monitoring pursuant to the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) for the secure detention of minors. The inspection consisted of a review of applicable policies and procedures governing the operation of the facility, staff interviews, a review of documentation to verify that your practices follow your written procedures, and a walk-through of the physical plant. Sergeant Clint Angle, Sergeant Jenifer Southern and Jailier Aaron Koplas were present during the inspection and assisted by answering questions and clarifying procedural issues. Their involvement in the inspection process was extremely valuable. The professionalism and courtesy extended during the process was appreciated. The complete BSCC inspection report is enclosed and consists of: this transmittal letter; the Procedures Checklist outlining applicable Title 15 sections; the Physical Plant Evaluation outlining Title 24 requirements for design1 and, the Living Area Space Evaluation summarizing the detention facility’s physical plant configuration. Please consider our report in conjunction with the reports from the County Health Officer and County of Los Angeles Fire Department for a comprehensive perspective of your facility. Fire Inspections/Clearance Pursuant to Health and Safety Code Section 13146.1, the State Fire Marshal is required to complete fire inspections of all detention facilities. The fire inspection was conducted on October 13, 2017. Fire Clearance was granted. Health Inspections The local health authority is required to conduct annual inspections of all detention facilities and includes evaluation of medical and mental health services, nutritional requirements and environmental health standards. The dates of the latest inspection, any issues of non- compliance are listed below: Health Inspection Date Non-Compliance Issues Environmental 10/24/2019 None Medical/Mental Health 10/24/2017 None Nutrition 10/24/2018 None BSCC Inspection Physical Plant Completed in 1962, the La Habra City Jail is inspected as a Type I facility and evaluated using the 1963 and 1991 Physical Plant Standards. The jail has a rated capacity of 14. With 20 actual beds, one inmate was in-custody at the time of the inspection. The jail was clean and no issues of deferred maintenance were evident. No issues of non-compliance with applicable physical plant standards were identified. Policies, Procedures and Practices During the inspection, BSCC staff reviewed applicable policy, procedures, practices and supporting documentation where necessary for compliance with Title 15 regulations. We paid particular attention to the security logs, records detailing separation and screening of inmates, and the levels of training provided to all staff that performs custodial functions. Although not a compliance issue we must remind the department of one concerns: 1027 Number of Personnel – Whenever one or more female inmates are in custody, there shall be at least one female employee who shall be immediately available and accessible to such females. Per staff, whenever there is a female in custody the department will turn to their Matron staff, who have received 8 hours of jail training. However, Penal Code 4021 states that there must be “trained female staff available when there is a female in custody.
