PLACER COUNTY 2020-2022 BIENNIAL INSPECTION PURSUANT TO WELFARE AND
INSTITUTIONS CODE SECTIONS 209
Dear Chief Hopper:
The 2020-2022 biennial inspection of the Placer County Probation Department’s Juvenile Hall
has been completed. A pre-inspection briefing was held on December 9, 2021; the facility
inspection occurred between February 8th and February 11th, 2022.
The complete Board of State and Community Corrections (BSCC) inspection report is enclosed
and consists of the following: this transmittal letter; a Title 15 Procedures checklist, outlining
applicable minimum standards for juvenile detention facilities; a Physical Plant Evaluation,
outlining applicable Title 24 minimum standards; and the Living Area Space Evaluation (LASE),
summarizing the physical plant configuration and outlining the rated capacity of the Placer
County Juvenile Hall.
Please refer to the Title 15 Procedures checklist for a summary of all relevant minimum
standards, indication of compliance or noncompliance, and information that was used to
determine compliance.
MANDATORY LOCAL INSPECTIONS
In addition to the biennial inspection, Title 15, section 1313, and its authorizing statute also
require local inspections conducted by the following local authorities:
• county building inspector or person designated by the Board of Supervisors
• fire authority having jurisdiction
• local health officer
• county Superintendent of Schools
• Juvenile Court
• Juvenile Justice Commission.
Results of those inspections are considered a part of this report. The dates of the local
inspections may be found in the accompanying Procedures Checklist.

Scope of the Inspection
The inspection consisted of a review of the Juvenile Justice Campus Detention and Commitment
facilities Policy and Procedure Manual1, a site visit to review operations, physical plant and
relevant documentation, and interviews with administration, facility staff, youth, and collaborative
partners. During the inspection, we evaluated consistency between policy and practices.
BSCC INSPECTION RESULTS
Title 15, CCR Minimum Standards
Upon final review of all documentation, there remains one item of noncompliance with Title 15
at the Placer County Juvenile Hall. Title 15 Section 1313 (d) requires the school Superintendent
to conduct an annual education evaluation in conjunction with a qualified outside agency or
individual. An evaluation of the education program was completed; however, it was completed
by Gayle Garbolino-Mojica who is the Placer County Superintendent of Schools. To obtain
compliance with this regulation, please ensure the school conducts an education evaluation with
a qualified outside agency or individual as required per regulation.
During the inspection process, we discussed several policies and procedures with staff and
provided technical assistance and best practice recommendations which might bring more clarity
and specificity to the facility policy and procedure manual. In particular, we discussed Title 15
sections 1321 Staffing, 1322 Youth Supervision Staff Orientation and Training, 1371 Programs,
Recreation, and Exercise, and 1391 Discipline Process. Please see the BSCC Procedures
Checklist for detailed information regarding these specific regulations.
Following our inspection, JDF Manager Guerena addressed areas of concern with Title 15
section 1371 and 1391 with probation juvenile hall staff. A new juvenile hall monthly program
schedule was developed which indicates a minimum of one hour of programming provided to
the youth, seven days per week. JDF Managers also developed and implemented a due process
hearing form which requires the signature of the youth as well as the staff conducting the hearing.
All other policy and procedures discussed were updated to remain in compliance with Title 15
prior to the submission of this report.
Title 24, CCR Physical Plant
There were no changes made to the physical plant and your rated capacity remains at 78 youth.
Please see the Physical Plant Evaluation for more information. There are no outstanding items
of noncompliance with Title 24 minimum standards.

Training
According to the most recent Standards and Training for Corrections audit, Placer County
Probation Department is in compliance with all relevant regulations and mandates and mitigating
circumstances if applicable.
Juvenile Justice and Delinquency Prevention Act (JJDPA) Compliance Monitoring
We reviewed applicable documentation and found no violations of the JJDPA. Please refer to
the Title 15 Procedures checklist for detailed information.
CORRECTIVE ACTION PLAN
Pursuant to Welfare and Institutions Code section 209 (d), a corrective action plan (CAP) to
correct the issue of noncompliance must be submitted within 60 days of receipt of notice of
noncompliance. The corrective action plan shall outline how the juvenile hall, special purpose
juvenile hall, law enforcement facility, or jail plans to correct the issue of noncompliance and give
a reasonable timeframe, not to exceed 90 days, for resolution. Please submit your CAP no later
than July 26, 2022. Failure to do so may result in a determination of suitability by the BSCC
Board.

Wash basins (2.2)
Wash basins must provide hot and cold or tempered water
and be available on living units in a ratio of 1:6 in JH; 1:10
in camps; and, 1:8 in locked sleeping rooms.
Drinking Fountains (2.3)
Drinking fountains are accessible to minors and staff in
living areas and indoor-outdoor recreation areas.

Showers (2.4)
Showers provide tempered water and are available on
living units at a ratio of at least one shower or bathtub to

mitigating staff's ability to supervise.
Beds (2.5)
Beds are at least 30 inches wide and 76 long and are of a
pan-bottom type or constructed of concrete.
Beds are at least 12 inches of the floor and spaced no less
than 36 inches apart.
Lighting (2.6)
There is at least 20 foot-candles (216 1x) of illumination at
desk level in locked sleeping rooms, single and double
occupancy rooms, dormitories, dayrooms and activity
areas.
Night lighting in the above areas provides good visibility
and is conducive to sleep.
Padding (2.7)
Padding in safety rooms covers the floor, door and walls to
a clear height of eight feet. Benches or platforms are not
placed on the floor of safety rooms.
Padded rooms are equipped with a tamper-resistant fire
sprinkler as approved by the State Fire Marshal (SFM).
The padding is approved by the SFM and is: non-porous;
at least one-half inch thick; of a unitary or laminated
construction; firmly bonded to all padded surfaces; and, is
without exposed seams.
Seating (2.8)
Seating is designed for the level of security. When bench
seating is used, 18 inches of bench seating is allowed for
each person.
Weapons Locker (2.9)
Weapons lockers are located outside the security perimeter
of the facility. (Personnel do not bring any weapon into the
security area.)
Lockers are equipped with individual compartments, each
with their own locking device.
