August 7, 2018 Devon Bell, Sheriff-Coroner-Marshal Placer County Sheriff’s Office 2929 Richardson Drive Auburn, CA 95603 Dear Sheriff Bell: 2016-2018 BIENNIAL INSPECTION – PENAL CODE SECTION 6031 On May 24, 2018, Board of State and Community Corrections (BSCC) staff conducted the 2016-2018 biennial inspection of the Placer County Sheriff’s Office Tahoe City Jail for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. The BSCC’s authority and scope of inspections are limited to these regulations, and the inspections do not encompass a full review of all facility procedures and activities. The inspection process included working with your staff; their time, professionalism and assistance is much appreciated. The initial portion of the process began with a desk audit of the facility policies and procedures manuals, reconciling policy content against relevant Title 15 regulations.1 Initial steps also included a pre- inspection briefing to assist your staff in their preparation for the inspection process, as well as provide discussion points and technical assistance as needed with the myriad of critical jail management issues in corrections today. A site visit of the physical plants was conducted and included a review of documentation to verify that your agency’s practices follow Title 15. In addition to this letter, the inspection report includes a procedures checklist outlining areas of Title 15 and coinciding compliance determination; a Physical Plant Evaluation outlining requirements for design2 (Title 24) and coinciding compliance; and, a Living Area Space Evaluation summarizing the physical plant configuration for the detention area, and provides comments related to establishing the rated capacity. LOCAL INSPECTIONS In addition to a biennial inspection by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code 1 BSCC does not review all of your policies and procedures, only those policies related specifically to the applicable regulations included in Title 15, Minimum Standards for Local Detention Facilities, for issues of non-compliance. We do not “approve” your policies nor do we review them for constitutional or legal issues. Please consider our report in conjunction with the reports from the County Health Officer and the respective fire authorities for a comprehensive perspective of your facilities.3 Fire Prevention Inspections – All facilities are current in their biennial inspections. Local Health Inspections – All of the health inspections (environmental, nutrition, and medical/mental health) for each of the facilities are current. BSCC INSPECTION Policy, Procedure and Practices – Title 15 (System-Wide) Our review of applicable documentation, and discussions with staff and inmates, generally confirmed that practices appeared to follow written procedures and were also consistent with regulations. Your staff were found to be knowledgeable and professional. There were no areas of Title 15 non-compliance noted in our inspection. Please see the Procedures Checklist for detailed information. Physical Plant Inspections – Title 24 An on-site inspection was performed and there were no areas of Title 24 non-compliance noted. Jail Facilities Tahoe City Jail – This inspection was conducted on May 24, 2018. The jail facility is evaluated as a Type I facility using the 1963 and 2001 Title 24, Minimum Standards for Local Detention Facilities, and has a BSCC rated capacity of three. On the day of the inspection there were no inmates in custody, although one inmate worker was on site who was housed at the Tahoe City Jail. This jail does not normally operate 24 hours/7 days per week; select holiday weekends are the exception. Despite its advanced age, the facility was found to be clean and orderly. . Juvenile Justice and Delinquency Prevention Act Compliance Monitoring In accordance with the JJDPA, BSCC monitors jail and court holding facilities for compliance with one of four core requirements of the Act - Separation of Juveniles from Incarcerated Adults.
