Box 512 Riverside, CA 92051 2020-2021 TARGETED INSPECTION OF RIVERSIDE COUNTY SHERIFF’S OFFICE JAIL AND COURT HOLDING FACILITIES, PENAL CODE 6031 Dear Sheriff Bianco, On April 6, 2021, BSCC conducted a Targeted Inspection of the following facilities to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. The purpose of the Targeted Inspection was to verify what corrective action your agency has taken to correct noncompliance issues for Title 15, CCR from your 2018-2020 Biennial Inspection report listed below for: Robert Presley Detention Center (on-site) Larry D. Smith Correctional Facility (on-site) Cois Byrd Correctional Center (virtual) § Title 15, Section 1058 Restraints Devices: Facility watch commander and the responsible health care staff retention review logs exceeded the one-hour retention review. During our onsite Targeted Inspection and review of the documents your agency provided, BSCC staff determined that Robert Presley Detention Center and the Larry D. Smith Correctional Facility were found to be compliance with 1058 Use of Restraints. Unfortunately, Cois Byrd Correctional Center continue be noncompliance with the Use of Restraints. Please refer to the Procedures Checklist for evidence used to determine compliance and noncompliance. BSCC staff provided your agency with an Initial Inspection Report on April 12, 2021, outlining the one remaining noncompliance item. On April 12, 2021, your agency provided a Corrective Action Plan to address your outstanding noncompliance issues. The Enhanced Inspection Process provides sixty days from submission of the Corrective Action plan to address the remaining items of noncompliance (June 12, 2021).
