Riverside County, Juvenile Hall & Camps (2018-2020 inspection cycle)

February 18, 2021 Riverside County Probation Department Ron Miller, Chief Probation Officer 3960 Orange Street, Suite 600 Riverside CA. 92501 2018-2020 BIENNIAL INSPECTION - CORRECTIVE ACTION PLAN FOR RIVERSIDE PROBATION DEPARTMENT, WELFARE AND INSTITUTIONS CODE SECTION 209 AND 885; JUVENILE JUSTICEAND DELINQUENCY PREVENTION ACT Dear Chief Miller, Between January 13, 2020 and January 30, 2020, staff of the Board of State and Community Corrections (BSCC) conducted the onsite 2018-2020 biennial inspection of the Riverside County Juvenile Probation Facilities: Alan M. Crogan Youth Treatment and Education Center, Southwest Juvenile Hall and Indio Juvenile Hall. In October 2020, the facilities were found non-compliant with Title 15 sections 1354.5(a)1 and 1354.5(a)2: Room Confinement and 1358.5(c): Use of Restraint Devices for Movement and Transportation. A Corrective Action Plan was immediately provided to the BSCC, and over the course of the last 90 days, the corrective actions identified have been implemented. Documentation for all facilities, including proof of practice has been provided for our review for the areas identified as non-compliant during the original inspection. Title 15, Section 1354.5(a)1: Conversations have been held with facility administrators and after a review of the documentation provided, we are confident that the facility has trained and implemented new policy, procedures and operations which provide staff with more immediate options to address negative behavior or discipline leaving room confinement for the intended purpose. We find that this issue has been corrected. Title 15, Section 1354.5(a)2: All documentation provided for our review was clear as to the imminent necessity of room confinement for the safety and security of youth and staff. The new forms are clear and concise and provide a improved format for documentation for staff. All youth except for a few, were returned to general population within 4 hours. Those who were not, met all additional expectations of the regulation. We find that this issue has been corrected. 7420+ Riverside JH 18-20 Title 15, Section 1358.5(c): We noted in the documentation provided, changes were made to the incident report to ensure that staff documented the necessary considerations and all reports were found to have an assessment for the need for restraints for movement in restraints documented. All documentation provided was found to be compliant. At this time, there are no outstanding items of noncompliance. This concludes the reporting of the 2018-2020 biennial inspection cycle for the Riverside County Probation Department.
