May 6, 2021 Chad Bianco, Sheriff Riverside County Sheriff’s Department P.O. Box 512 Riverside, CA 92051 2020-2022 TARGETED INSPECTION OF RIVERSIDE COUNTY SHERIFF’S OFFICE JAIL AND COURT HOLDING FACILITIES, PENAL CODE 6031 - FOLLOW UP SITE VISIT Dear Sheriff Bianco, On April 6, 2021, BSCC conducted a follow-up visit of the facilities listed below to determine compliance with items identified in the 2020-2020 Targeted Inspection on January 20, 2021. The purpose of the Targeted Inspection was to verify what corrective action your agency has taken to correct noncompliance issues for Title 15, CCR from your 2018-2020 Biennial Inspection. Robert Presley Detention Center Larry D. Smith Correctional Facility Cois Byrd Correctional Center At the Targeted Inspection, each of the facilities was found out of compliance with: § Title 15, Section 1058 Restraints Devices: Facility watch commander and the responsible health care staff retention review logs exceeded the one-hour retention review. During our onsite follow-up, BSCC staff determined that Robert Presley Detention Center and the Larry D. Smith Correctional Facility were found to be in compliance with 1058 Use of Restraints. Unfortunately, Cois Byrd Correctional Center remained noncompliant with Section 1058 at this visit. As you are aware, the BSCC initiated the Enhanced Inspection Process (EIP) on January 20, 2021, which required a Corrective Action Plan (CAP) within 30 days. The facility submitted the CAP on February 4, 2021. From that date, the agency had 60 days to gain compliance with Section 1058 (April 4, 2021) or 90 days of the EIP, (May 5, 2021). BSCC staff has been working with your staff to verify progress towards corrections. On May 10, 2021 BSCC staff received additional restraint device observation logs from Cois 3910+ Riverside DOC Target II LTR 20-22 Sheriff Chad Bianco P a g e | 2 Byrd Correctional Center from April 4-May 6, 2021. These logs reveal that Cois Byrd Correctional Center is now in compliance with Section 1058. I would like to thank you and your staff for working with BSCC staff as your last facility gained compliance with section 1058. This concludes the 2020-2022 Targeted Inspection report.
