Jones Sacramento County Sheriff’s Office 711 G Street Sacramento, CA 95814 2018-2020 BIENNIAL INSPECTION OF SACRAMENTO COUNTY MAIN JAIL, RIO COSUMNES CORRECTIONAL CENTER, WILLIAM R. RIDGEWAY COURT, LORENZO PATINO HALL OF JUSTICE AND THE CAROL MILLER JUSTICE CENTER, PENAL CODE 6031 Sheriff Jones, On June 20, 2020, pursuant to Penal Code Section 6031, BSCC staff began the 2018/2020 Biennial Inspection of the Sacramento County Main Jail, Rio Cosumnes Correctional Center, William R. Ridgeway Court, Lorenzo Patino Hall of Justice and the Carol Miller Justice Center via desk audit. This inspection was performed to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, BSCC staff conducted compliance monitoring pursuant to Welfare and Institutions Code Section 209(f) for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) for the separation requirements of juveniles from incarcerated adults. Due to the coronavirus pandemic and the issuance of a statewide shelter-in-place order, the BSCC was unable to complete on-site inspections from mid-March through June 30, 2020, the end of the 2018/2020 biennial inspection cycle. BSCC staff conducted virtual inspections via desk audit of all facilities originally scheduled for inspection during this time. Desk audits are comprised of a comprehensive review of all applicable policies and procedures and available documentation. The BSCC inspection report consists of this transmittal letter and the attached Title 15 Procedures checklist for each facility. Compliance is indicated by policy and/or documentation review. Please refer to the Title 15 Procedures Checklist for a summary of all relevant minimum standards, indication of compliance or noncompliance, and information used to determine compliance. All supporting documentation reviewed has been listed on the Title 15 Checklist. Title 15, CCR Inspection Sacramento County Main Jail and the Rio Consumnes Correctional Center: Our evaluation consisted of reviewing only those policies and procedures related specifically to the applicable regulations in Title 15, CCR and supporting policy documentation. After review of the Sacramento County Sheriff’s Office Corrections Division Policy Manual and a small sampling of supporting documentation that was made available, the Sacramento County Sheriff’s Office Jail Facilities no issues of noncompliance were found. At the Main Jail and RCCC, all visitors are required to have carried items and personal items scanned by the X-Ray machine. Carried items may be subject to additional hand search. Visitors wishing to enter RCCC by vehicle must submit to a search of his/her vehicle. Personal items are generally not allowed in the visit areas. Visitors are required to secure personal items or remove them from the facility. Certain items are strictly prohibited within a facility and are described in Operations Order 2- 04, Weapons, Tactical Weapons, and Specialized Equipment. The only items allowed in a visit booth area are as follows: At the Main Jail and RCCC, visitors may bring one (1) car key or door remote, identification, and money. Visitors with infants may also bring in a clear plastic bag containing one (1) infant feeding bottle, one (1) diaper, one (1) blanket, and baby wipes. At the Main Jail, lockers are available in the Public Lobby area to store personal items. Storage lockers are not available at RCCC and personal items must be left secured in the visitor’s vehicle. Visitors must comply with a Dress Code. The dress code applies to all visitors. Visitors shall not wear: Any revealing clothing, tube tops, see-through mesh materials, short skirts/shorts, tank tops with thin straps, clothing that reveals the midriff or chest, or backless/sleeveless/bathing suit style tops. Clothing with logos or that inherently promotes violence, hate, drug use, profanity, sexual acts, or gangs. At the Main Jail and RCCC, no more than three (3) visitors may visit a prisoner at a time. This includes minor children. In the event additional visitors arrive to visit, the extra visitors will not be allowed to loiter in the public or restricted areas of the facility. All persons over the age of eighteen (18) years wishing to visit a prisoner are required to present one form of picture identification. Custody staff may request additional forms of identification at their discretion. Any one (1) of the following forms of identification is acceptable. At the Main Jail, lockers are available in the Public Lobby area to store personal items. Storage lockers are not available at RCCC and personal items must be left secured in the visitor’s vehicle. Visitors must comply with a Dress Code. The dress code applies to all visitors. Visitors shall not wear: Any revealing clothing, tube tops, see-through mesh materials, short skirts/shorts, tank tops with thin straps, clothing that reveals the midriff or chest, or backless/sleeveless/bathing suit style tops. Clothing with logos or that inherently promotes violence, hate, drug use, profanity, sexual acts, or gangs. At the Main Jail and RCCC, no more than three (3) visitors may visit a prisoner at a time. This includes minor children. In the event additional visitors arrive to visit, the extra visitors will not be allowed to loiter in the public or restricted areas of the facility. All persons over the age of eighteen (18) years wishing to visit a prisoner are required to present one form of picture identification. Custody staff may request additional forms of identification at their discretion.
