October 3, 2018 Adolfo Gonzales, Chief Probation Officer San Diego County Probation Department PO Box 23597 San Diego, CA 92193-3597 2016-2018 BIENNIAL INSPECTION – PENAL CODE SECTION 6031 Dear Chief Gonzales: On May 24, 2018, the Board of State and Community Corrections (BSCC) conducted the biennial inspection of the San Diego County Probation Department’s Work Furlough Type IV facility pursuant to Penal Code Section 6031. The inspection was preceded by a desk audit of the Policy and Procedures Manuals along with applicable post orders governing the operation of each facility. We interviewed administrators, managers, supervisory and line staff associated and inmates from each facility. Additionally, we met with health care, inmate program and food services administrators and managers. We want to thank the CoreCivic Community: Bessy Glaske, Managing Director, Dennis Morris, Facility Director, Natasha Avant, Captain and their staff, San Diego County Sheriff’s Department Sergeant Tonya Benjamin and San Diego County Probation Representatives Supervisor Abigail Torres for their involvement with the inspection process. Their involvement in the process was extremely valuable. The professionalism and courtesy extended during the inspection was appreciated. The complete BSCC inspection report is enclosed and consists of: This transmittal letter; Inspection Cycle Information sheet identifying the facility and listing any areas of non-compliance; The Procedures Checklist outlining applicable Title 15 sections; The Physical Plant Evaluation outlining Title 24 requirements for design;1 and, The Living Area Space Evaluation summarizing the detention facility physical plant configuration. Local Inspections In addition to a biennial inspection by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). Please consider our report in conjunction with the reports from the County Health Officer and the City of San Diego Fire Department for a comprehensive perspective of the facility. ACTIONS No inmate is continued on disciplinary isolation status X beyond 30 consecutive days without review by facility manager. Part of this review includes consultation with health care staff.
