Section Description The manual for Temporary Holding Facilities shall be comprehensively reviewed and updated at least every two years. § 1029. Policy and Procedures Manual The SFPD Booking and Detention Manual is dated July 2008 and has been out of compliance for the last 5 inspection cycles. Each facility administrator shall, at least annually, review, evaluate, and make a record of security measures. The review and evaluation shall include internal and external security measures of the facility § 1029. Policy and Procedures Manual including security measures specific to prevention of sexual abuse and sexual harassment. None of the facilities had a record of this review. The manual shall contain a policy specifying that the agency has Zero Tolerance in the prevention of sexual abuse and sexual harassment. § 1029. Policy and Procedures Manual The manual does not contain the Zero Tolerance policy. The manual shall contain policy and procedure to detect, prevent, and respond to retaliation against any § 1029. Section Description (1) The manual shall provide for multiple internal ways for an inmate to privately report sexual abuse and sexual harassment, retaliation by other inmates or staff for reporting sexual abuse and sexual harassment, and staff neglect or violation of responsibilities that may have contributed to such incidents. § 1029. Policy and Procedures Manual (2) a method for uninvolved inmates, family, community members, and other interested third parties to report sexual abuse or sexual harassment. The method for reporting shall be publicly posted at the facilities. The manual does not contain such policy and means of reporting sexual assault or sexual harassment are not readily posted in the facility or public areas. (b) Regular fire prevention inspections by facility staff on a monthly basis with two-year retention of the inspection record. § 1032. Fire Suppression Preplanning All facilities had Fire and Life Safety Inspections Quarterly. (c) Fire prevention inspections are required at least one every two years. § 1032. Fire Suppression Preplanning At the time of the inspection, 2 stations Mission and Park stations had a current fire inspection. Deaths, that occur within the temporary holding facility, shall be reviewed to determine the appropriateness of care; whether changes to policies, procedures, or practices are warranted; and to § 1046. Death in Custody identify issues that require further study. SFPD General Order 8.12 is missing refence to this review. Facility administration shall develop written policies and procedures for the use of restraint devices on pregnant inmates. In accordance with Penal Code § 1058.5. Restraints and Pregnant Inmates 3407. This policy is not contained in agency manual. 4681+ San Francisco TH Initial Inspection Report 20-22 Enter County Initial Inspection Report Page 3 Technical Assistance Provided BSCC Staff provided the following technical assistance: - Guidance on reviewing and updating the agencies booking and detention manual. - Examples of sexual assault and sexual harassment policies. - Examples of facility administrator annual reviews. - Link to “No Tolerance:” Posters for display in holding area and public lobbies. - Link to State Fire Marshal’s website containing the fire inspection form. - Reference to repair kits for sobering cell padding. Additional Information At the time of the biennial inspection, the Temporary Holding facility located at the South Terminal of San Francisco International Airport was not in use and had not been used for several years. The police department is currently drafting a letter from the Chief to officially close this facility. It was not inspected. All facilities were in good condition and clean.
