2020-2022 BIENNIAL INSPECTION OF SAN JOAQUIN COUNTY SHERIFF'S OFFICE JAIL AND
TEMPORARY/COURT HOLDING FACILITIES, PENAL CODE 6031
Dear Sheriff Withrow:
On August 31, 2021, the Board of State and Community Corrections (BSCC) staff received your
Corrective Action Plan (CAP) addressing the one noncompliant issue from your agency's Biennial
Inspection conducted on August 2nd and 3rd, 2021.
The Corrective Action Plan stated that the Custody Services Division completed a policy revision
effective September 1, 2021, that will require staff to complete the required safety checks at least once
every 50 minutes to establish compliance with this regulation. This will bring your agency into
compliance with this Title 15 regulation
Per the Enhanced Inspection Process (EIP), BSCC staff will be conducting a follow-up inspection within
sixty days (on or before October 31, 2021) of the receipt of your CAP to verify compliance and the steps
your agency has taken to correct the issues.
If you should have any questions or concerns, please contact me by email at

Matthew Schuler
