March 23, 2022 Scott Campbell, Chief of Police South San Francisco Police Department 1 Chestnut Ave South San Francisco, CA 94080 CITY OF SOUTH SAN FRANCISCO – POLICE DEPARTMENT NEW FACILITY – PRE- OPENING Dear Chief Campbell: On February 8, 2020, the Board of State and Community Corrections toured the South San Francisco Temporary Holding Facility which will detain adult offenders. Youth will be detained outside the detention facility, next to the administration area. The purpose of the visit was to review final compliance with Title 24, Regulations, Minimum Standards for Adult Detention Facilities. All items, except for one item (door handles inside holding cells), have been corrected. With this exception, the project conforms to all Title 24, Regulations, Minimum Standards for Adult (Temporary Holding) Detention Facilities. The department agreed not use the facility until door handles have been removed. The department will notify BSCC and send BSCC photos as evidence that the handles are in fact removed. The resulting inspection report is comprised of this letter and the enclosed documents including a Physical Plant Evaluation outlining the Title 24 requirements for the design and a Living Area Space Evaluation that summarizes the facility’s configuration and rated capacity. The facility’s procedures will be reviewed during the next scheduled biennial inspection, which will occur sometime in January 2024. We encourage the practice of maintaining a permanent file for historical copies of all inspections and this file should be the first point of reference when preparing for all future inspections. We realize this construction project has involved significant collaboration between several departments and agencies. I would like to thank Sergeant Mike Rudis, who was your representative for this project. He, along with others representative from various agencies, were dedicated professionals and very knowledgeable in their respective fields of expertise. Mike led group which functioned very well as a team during the construction process. At all times, I found the group to be receptive to suggestions, attentive to others’ concerns and immediately responsive to issues identified during discussions and site visits.
