January 25, 2021 Sheriff Jim Hart Santa Cruz County Sheriff’s Office 5200 Soquel Avenue Santa Cruz, Ca 95062 2018-2020 BIENNIAL INSPECTION OF THE SANTA CRUZ COUNTY JAIL AND COURT HOLDING FACILITIES, PENAL CODE 6031 Dear Sheriff Hart, On February 18, 2020, staff of the Board of State and Community Corrections (BSCC) conducted the 2018-2020 biennial inspection of the Santa Cruz County Jails and court holding facilities. On December 18, 2020, the agency provided documentation of corrective action and or clarification for the below listed items of noncompliance identified during the original inspection. The documentation provided included an additional sampling of safety checks for six months (February-June 2020) along with the most current iteration of their policy with language specific to the use of safety cells and continued retention. Title 15, Section 1027.5 Safety Checks: The sampling of six months of safety checks that were reviewed were found to be conducted and documented within the required timeframes. Title 15, Section 1055 Use of Safety Cell: The most current iteration of policy 516.3 Safety Cell Procedures was reviewed and contains all the required procedures for continued retention in a safety cell. Title 15, Section 1058 Use of Restraint Devices: The most current iteration of policy 511 Use of Restraints was reviewed and contains all the required procedures for continued retention and approvals. This concludes our inspection report to include corrective action for the 2018-2020 biennial inspection cycle of the Santa Cruz County Jail.
