JAIL, PER PENAL CODE 6031
Dear Sheriff Johnson,
On March 29, 2022, pursuant to Penal Code Section 6031, BSCC staff conducted the 2020-
2022 Biennial on-site inspection of the Shasta County Sheriff’s Office Main Jail.
This inspection was performed to determine compliance with the Minimum Standards for Local
Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations.
The BSCC inspection report consists of this transmittal letter and the attached Procedures
checklist, the Physical Plant checklist, and the Living Area Space Evaluation. Compliance is
indicated by policy, documentation review, and an on-site inspection. Please refer to the Title
15 Procedures checklist for a summary of all relevant minimum standards, indication of
compliance or noncompliance, and information used to determine compliance. Juveniles are
not held at this facility. No Juvenile Justice and Delinquency Prevention Act compliance
monitoring occurred.
LOCAL INSPECTIONS
In addition to a biennial inspection by the BSCC, inspections are required annually by the County
Health Officer and biennially by the State Fire Marshal or an authorized representative (Health
and Safety Code Sections 101045 and 13146.1). Please consider our report in conjunction with
the reports from the County Health Officer and the respective fire agencies for a comprehensive
perspective of your facility. Due to issues surrounding the COVID-19 Pandemic, local facility
inspections have been delayed. Please forward completed inspections to the BSCC.

BSCC INSPECTION
The biennial inspection consisted of a review of the Shasta County Sheriff’s Office Custody
Manual and relevant supporting documentation provided to the BSCC, along with an on-site
inspection of the jail facility. All supporting documentation reviewed has been listed on the
Title 15 Checklist.
Title 15, CCR Inspection
Shasta County Jail Inspection:
After review of the Shasta County Sheriff’s Office Custody Manual and a review of many
supporting documents, we determined that the Shasta County Sheriff’s Office Main Jail is
compliant with all regulations listed in Title 15.
Title 24, CCR Physical Plant
Shasta County Jail Inspection:
During this inspection period, to accommodate ADA concerns, changes were made to several
living areas. However, the BSCC Rated Capacity of the facility did not change. Based upon
the on-site inspection, we found no issues of noncompliance.
Prior to the on-site inspection, Shasta County was notified of issues related to their written
policies, as indicated on the Procedures Checklist. At the time of the on-site inspection, the
staff at the facility was already in the process of making policy changes.

Note: Most single cells were double bunked under the 1988 Regulations. A Superior Court order limits the maximum population of each
housing unit to be 90% of the rated capacity. The jail does not allow the individual housing unit populations to go above 90% which

On 11/29/1984 a variance was granted to add a second bunk to 80 single cells increasing the RC from 240 to 320.
On 3/24/1989, the facility was re-rated using the 1976 and newer less restrictive standards, if applicable. A second bunk had been added
to 18 single cells. The RC was increased from 320 to 337.
On 9/20/91, the facility was re-rated using the 1980 and newer less restrictive standards, if applicable. A second bunk had been added to
7 single cells. The RC was increased from 337 to 344.
On 11/20/1991, the field rep reported a pilot project was initiated raising the RC from 344 to 368.
On 3/30/1992, a special request to the BOC was granted increasing the RC to 381.
2016-18 inspection – Further research has established that the BOC's 3/30/92 approval to raise the RC to 381 was based on the
application of the 1976 Title 24 regulations. These regulations required 1) dayroom area of 25 square feet of floor space per inmate and
2) one shower for every 16 inmates. This approval allowed a maximum capacity of 32 inmates in each pod and that Pod C would remain
at a RC of 20. As a result, in the "Applicable Standards" column, reference to the 1988 standards has been removed and replaced by
1976. (20-22 Inspection: MC-4 had one bunk bed (2 bunks) while MC-7 had one bed. 1988 version of Title 24 applied. MC-4 meets
regulations for housing 2 inmates, but a bunk bed not recommended for the medical area. At some point, a third shower was installed in
each housing unit, increasing the RC in those areas.
