July 9, 2021 Jeremiah LaRue, Sheriff Siskiyou County Sheriff’s Office 305 Siskiyou Street Yreka, CA 96097 2020-2022 BIENNIAL INSPECTION OF SISKIYOU COUNTY SHERIFF’s OFFICE, SISKIYOU COUNTY JAIL, PENAL CODE 6031 Dear Sheriff LaRue: On April 2, 2021, staff of the Board of State and Community Corrections (BSCC) provided pre- inspection briefings to facility supervisors outlining the proposes, process and necessary documentation needed for the biennial inspection. Staff gave participants a complete preview of the visit and provided a schedule of the inspection. BSCC staff provided applicable checklists and answered any questions. On June 1-2, 2021, staff of the Board of State and Community Corrections (BSCC) conducted the 2020-2022 biennial inspection of the Siskiyou County Jail. Pursuant to Penal Code Section 6031, this inspection was performed to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations (CCR). In addition, BSCC staff conducts compliance monitoring pursuant to the federal Juvenile Justice and Delinquency Prevention Act (JJPDA) for the separation requirements of juveniles from incarcerated adults. The complete BSCC inspection report is enclosed and consists of this transmittal letter, the Title 15 Procedures Checklist outlining applicable minimum standards, a Physical Plant Evaluation Outlining Title 24 requirements for design and, a Living Area Space Evaluation summarizing the physical plant configuration and showing the capacity of the facility. Refer to the Title 15 Checklist for indication of compliance status and evidence used to determine compliance. LOCAL INSPECTIONS In addition to the biennial inspection by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). Please consider our report in conjunction with the reports from the County Health Officer and the respective fire authorities for a comprehensive perspective of your facilities. Local inspection reports are forwarded to your office under a separate cover. Due to COVID-19 Emergency Measures the Health Inspections have been delayed for 2021 but are scheduled and will be completed virtually. 5461 Siskiyou County Jail II Ltr 20-22 Sheriff LaRue Siskiyou County Sheriff’s Office Page 2 Inspection Date Fire and Life Safety May 8, 2020 Medical and Mental Health May 1, 2020 Nutritional Health June 8, 2020 Environmental Health June 8, 2020 Health Inspections We have a current health inspection reports for the above listed facility. The local health inspector did not report finding any non-compliance items. BSCC INSPECTION The inspection consisted of a review of the Siskiyou County Sheriff’s Office Custody Manual and sections of the Siskiyou County Sheriff’s Office Policy Manual that apply to Jail Operations. In addition, relevant documentation, a physical walk-through of the facility, and interviews were completed. The interviews were conducted with the Jail Commander, Correctional Staff, Support Staff, and numerous Inmates. Title 15, CCR Inspection Our evaluation consisted of reviewing only those policies and procedures related specifically to the applicable regulations included in Title 15, CCR.1 There were no items of noncompliance identified during policy review or inspection. In reviewing policies and procedures during the 2020-2022 Cycle, consideration was given to agency’s Emergency Suspension of Services related to the COVID-19 emergency measures taken and authorized by the Board of State and Community Corrections. For the safety of the inmates and staff, the Siskiyou County Sheriff’s Office had suspended the following services: Section 1061, Inmate Education Programs March 20, 2020, until June 04, 2020 Section 1072, Religious Observances March 20, 2020, until June 04, 2020 BSCC Staff reviewed policy and procedures for these sections and any mitigation measures taken to minimize the impact of the suspension of these services. Please refer to the Procedures Checklist for detailed information. Title 24, CCR Physical Plant BSCC Staff walked through the Jail and interviewed the Commander and on-duty correctional staff. BSCC Staff was able to determine that there were no changes made to the physical plant and the rated capacity remains at 104. The Jail was originally constructed under the 1986 Title 24 Regulations with some renovations completed under the 1994 Title 24 Regulations. On the day of the interview, there were 82 inmates, 75 males and 7 females, being held in the facility. 1 BSCC does not review all policies and procedures. We do not “approve” policies and procedures, nor do we review them for constitutional or legal issues. Corrective Action There is no need for further corrective action. Juvenile Justice and Delinquency Prevention Act Compliance In accordance with JJDPA. BSCC monitors jail facilities for compliance with one of four core requirements of the Act, Separation of Juveniles from Incarcerated Adults. Minors are not housed or detained at this facility; therefore, no violations of the JJDPA were identified. This concludes our inspection report for the 2020-2022 biennial inspection cycle of the Siskiyou County Jail Facility.
