A pre-inspection briefing was held on August 23, 2017 and the facility was inspected on October 23, 2017. Additional conversations were held and documentation was viewed electronically after inspection to confirm that all identified issues were addressed. The complete Board of State and Community Corrections (BSCC) inspection report is enclosed and consists of: this transmittal letter; a Title 15 Procedures checklist, outlining applicable minimum standards for juvenile detention facilities; a Physical Plant Evaluation, outlining applicable Title 24 minimum standards; and the Living Area Space Evaluation (LASE), summarizing the physical plant configuration and outlining the rated capacity of 40. Please refer to the Title 15 Procedures checklist for a summary of all relevant minimum standards, indication of compliance or noncompliance and information that was used to determine compliance. Mandatory Local Inspections In addition to the biennial inspection, Title 15, section 1313 and its authorizing statute also require local inspections conducted by the following local authorities: • county building inspector or person designated by the Board of Supervisors; • fire authority having jurisdiction; • local health officer; • county Superintendent of Schools; 2016/2018 Inspection Letter: 7635 Siskiyou County Charlie Byrd Youth Correction Center Page 2 Chief Giannini March 22, 2018 • Juvenile Court; and • Juvenile Justice Commission. Results of those inspections are considered a part of this report. The dates of the local inspections may be found in the accompanying Procedures Checklist. Scope of the Inspection The inspection consisted of a review of the Siskiyou County Charlie Byrd Youth Correction Center Policy and Procedure Manual[1], a site visit to review facility operations, physical plant and relevant documentation, and interviews with administration, facility staff, youth and collaborative partners. During the inspection, we evaluated consistency between policy and practices. Inspection Results Title 15, CCR Minimum Standards Within the 2016/2018 inspection cycle timeframe, the facility primarily operated as a juvenile hall, and recently transitioned to a special purpose juvenile hall with camp programming. For purposes of reporting, the facility was inspected to Title 15 Minimum Standards for Juvenile Halls; however, as of the writing of this report, the facility is pending a classification change to “Special Purpose Juvenile Hall,” which will reflect current operations. At inspection, I found that some forms and associated documentation were not consistently compliant with minimum standards. These concerns were addressed with facility management who addressed the issues through training staff and policy and procedure updates. While we are satisfied that all issues have been corrected, the facility is no longer operating as a juvenile hall, and we are unable to confirm implementation of these corrections. Should the facility again house youth on a full-time basis, we will closely monitor and ensure that all corrective action has been implemented. Upon final review of all documentation provided, there are no outstanding items of noncompliance with Title 15 at the Siskiyou County Charlie Byrd Youth Correction Center. No corrective action is required at this time. If Siskiyou County Probation Department chooses to re-open the CBYCC facility as a full purpose Juvenile Hall, please contact the designated BSCC Field Representative prior to re-opening. Siskiyou County utilizes a 12-hour shift work day: 6:00 AM to 6:00 PM and 6:00PM to 6:00 AM. X There have been no less than 2-line staff on shift and on AM shifts. In most cases there has been an additional staff member assigned as the facility float for a total of 3 staff. There are always at least 2-line staff and a supervisor on shift in the evenings.
