Dear Chief Rogers:
The 2016/2018 biennial inspection of the Trinity County Probation Department’s Special
Purpose Juvenile Hall has been completed. A pre-inspection briefing was held on August
23, 2017 and the facility was inspected on October 20, 2017. Additional conversations
were held and documentation was viewed electronically subsequent to inspection to
confirm that all areas discussed were addressed.
The complete Board of State and Community Corrections (BSCC) inspection report is
enclosed and consists of this transmittal letter; a Title 15 Procedures checklist, outlining
applicable minimum standards for juvenile detention facilities; a Physical Plant
Evaluation, outlining applicable Title 24 minimum standards; and the Living Area Space
Evaluation (LASE), summarizing the physical plant configuration and outlining the rated
capacity of 28.
Please refer to the Title 15 Procedures checklist for a summary of all relevant minimum
standards, indication of compliance or noncompliance and for detailed information
regarding inspection outcomes.
Mandatory Local Inspections
In addition to the biennial inspection, Title 15, section 1313 and its authorizing statute
also require local inspections conducted by the following local authorities:

Results of those inspections are considered a part of this report. The dates of the local
inspections may be found in the accompanying Procedures Checklist.
Scope of the Inspection
The inspection consisted of a review of the Trinity County Special Purpose Juvenile Hall
Policy and Procedure Manual[1], a site visit to review facility operations, physical plant and
relevant documentation to determine compliance with Title 15 and Title 24 Regulations.
Interviews with administration, facility staff, youth and collaborative partners were held to
determine compliance with Title 15 Regulations and to review their cohesive management
of the youth in their care.
Inspection Results
Title 15, CCR Minimum Standards
Upon final review of all documentation, there are no outstanding items of noncompliance
with Title 15 at the Trinity County Special Purpose Juvenile Hall. No corrective action is
required at this time.
During the inspection visit, technical assistance and best-practice recommendations were
made to your management team to assist or enhance operations for continued
compliance. These areas were discussed, edited and corrected prior to the completion
of this letter. Those efforts are appreciated.
Title 24, CCR Physical Plant
There were no changes made to the physical plant and your rated capacity remains at
28. Please see the Physical Plant Evaluation for more information. There are no
outstanding items of noncompliance with Title 24 minimum standards.
Training
According to the most recent Standards and Training for Corrections audit, Trinity County
Probation Department is in compliance with mitigating circumstances with all relevant
regulations and mandates.
Juvenile Justice and Delinquency Prevention Act (JJDPA) Compliance Monitoring
We reviewed JJDPA requirements and found no violations. Please refer to Title 15
Procedures checklist for detailed information.
This concludes our 2016/2018 inspection report. I would like to commend Assistant
Chief/Facility Superintendent Lance Floerke and his staff for their excellent preparation
and organization of all documentation requested as well as for the work they do with the

At inspection, we noted that there were

low; however, there was some question as to
coverage for emergency situations or other

regarding the facility emergency staffing plan
and the facility provided it for our review.
There is a Deputy Probation Officer (DPO)
who is on call 24/7 to respond in the event of
an emergency. The officer is offsite but will
respond immediately to the facility and within
minutes. Additionally, facility managers will
report as needed to ensure additional staffing
for meal runs to the jail and for other
emergency and some non-emergency
situations.
Facility logs were reviewed. The DPO, the
Assistant Chief/Superintendent and even the
Chief Probation Officer (CPO) were available
as needed.

mitigating staff’s ability to supervise.
Wash basins (2.2)
Wash basins must provide hot and cold or tempered water
and be available on living units in a ratio of 1:6 in JH; 1:10
in camps; and, 1:8 in locked sleeping rooms.
Drinking Fountains (2.3)
Drinking fountains are accessible to minors and staff in
living areas and indoor-outdoor recreation areas.

Showers (2.4)
Showers provide tempered water and are available on

mitigating staff's ability to supervise.
Beds (2.5)
Beds are at least 30 inches wide and 76 long and are of a
pan-bottom type or constructed of concrete.
Beds are at least 12 inches of the floor and spaced no less
than 36 inches apart.
Lighting (2.6)
There is at least 20 foot-candles (216 1x) of illumination at
desk level in locked sleeping rooms, single and double
occupancy rooms, dormitories, dayrooms and activity
areas.
Night lighting in the above areas provides good visibility
and is conducive to sleep.
Padding (2.7)
Padding in safety rooms covers the floor, door and walls to
a clear height of eight feet. Benches or platforms are not
placed on the floor of safety rooms.
Padded rooms are equipped with a tamper-resistant fire
sprinkler as approved by the State Fire Marshal (SFM).
The padding is approved by the SFM and is: non-porous;
at least one-half inch thick; of a unitary or laminated
construction; firmly bonded to all padded surfaces; and, is
without exposed seams.
Seating (2.8)
Seating is designed for the level of security. When bench
seating is used, 18 inches of bench seating is allowed for
each person.
Weapons Locker (2.9)
Weapons lockers are located outside the security perimeter
of the facility. (Personnel do not bring any weapon into the
security area.)
Lockers are equipped with individual compartments, each
with their own locking device.
