October 23, 2018 Darren Pytel, Chief of Police Davis Police Department 2600 Fifth Street Davis, CA 95616 2016-2018 BIENNIAL INSPECTION PENAL CODE SECTION 6031; WELFARE AND INSTITUTIONS CODE SECTION 209; JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT Dear Chief Pytel: On June 19, 2018, staff of the California Board of State and Community Corrections (BSCC) conducted the 2016 - 2018 biennial inspection of the Davis City Holding Facility pursuant to Penal Code Section 6031 and Welfare and Institutions Code (WIC) Section 209. The jail was inspected for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations and for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) requirements for holding minors. The inspection consisted of a review of applicable operational policies and procedures, including ensuring practices are consistent with regulations and written procedures, a review of documentation to verify compliance with regulatory expectations, a walk-through of the physical plant and administrative staff interviews. There were no prisoners present at the time of the inspection nor were there facility staff. The complete BSCC inspection report is enclosed and consists of: • This transmittal letter; • The Procedures checklist outlining applicable Title 15 sections; • The Physical Plant Evaluation outlining Title 24 requirements for design; and, • The Living Area Space Evaluation that summarizes the facility’s physical plant configuration. We encourage continuing the practice of maintaining a permanent file for historical copies of all inspections. This file should be the first point of reference when preparing for all future inspections. LOCAL INSPECTIONS Annual inspections are required by the County Health Department and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The most recent fire inspection occurred July 27, 2018 and corrections were signed off September 5, 2018. HEALTH INSPECTIONS: Environmental Medical /Mental Nutritional Health Health Davis City Holding 9/18/17 9/18/17 N/A Facility No corrective action is required for either inspection. This agency received accolades from the Public Health Department for demonstrating best practice in addressing the mental health of arrestees. BSCC INSPECTION PHYSICAL PLANT: The Davis City Holding Facility was opened in 2001. It was originally evaluated under 1999 Title 24 Standards. The facility consists of five 2-person holding cells, an 8-person holding cell, and a secure booking area. There are no special-need cells such as a sobering or safety cell. There were no areas of non-compliance noted regarding the physical plant. The area was clean and well maintained. POLICY REVIEW: The most recent full policy review and revision occurred in December 2017. We reviewed the relevant sections of agency policy against regulation to ensure each area required by regulation was addressed. There were a few areas in which technical assistance was provided. The facility administrator addressed these areas immediately and provided the updates to us promptly. No issues of non-compliance regarding policy were noted. PROCEDURES REVIEW: Documentation reviewed included booking logs, screening forms, shift schedules, local inspection results, classification documents, incident reports and other records which give insight to the facility’s operations. We reviewed agency practice against procedures and regulation to ensure consistent operations. There were a few areas in which technical assistance suggestions were provided. The facility administrator addressed these areas immediately. No issues of non-compliance regarding procedures were noted.
