A pre-inspection briefing was held on October 17, 2017, and the facility, including the housing unit utilized for the Office of Refugee Resettlement (ORR) was inspected on January 4, 2018, and May 29, 2018. Subsequent conversations were held with facility administrators and staff and additional documentation was viewed electronically prior to the end of the cycle to confirm all areas discussed were addressed. The complete Board of State and Community Corrections (BSCC) inspection report is enclosed and consists of this transmittal letter; a Title 15 Procedures Checklist, outlining applicable minimum standards for juvenile detention facilities; a Physical Plant Evaluation, outlining applicable Title 24 Minimum Standards; and the Living Area Space Evaluation (LASE), summarizing the physical plant configuration and detailing the rated capacity of 90. Please refer to the Title 15 Procedures Checklist for a summary of all relevant minimum standards, indication of compliance or non-compliance and for detailed information regarding inspection outcomes. Mandatory Local Inspections In addition to the biennial inspection, Title 15, Section 1313 and its authorizing statute also require local inspections conducted by the following local authorities: • county building inspector or person designated by the Board of Supervisors • fire authority having jurisdiction • local health officer • county Superintendent of Schools • Juvenile Court • Juvenile Justice Commission Results of those inspections are considered a part of this report. The dates of the local inspections may be found in the accompanying Procedures Checklist. There are no areas of non-compliance for the local inspections. Brent Cardall, Chief Probation Officer Page 2 Scope of the Inspection The inspection consisted of a review of the Yolo County Juvenile Detention Facility Policy and Procedures Manual[1] and a site visit to review facility operations, the physical plant and relevant documentation to determine compliance with Title 15 and Title 24 Regulations. Interviews with administration, facility staff and youth were held to determine compliance with Title 15 Regulations. Inspection Results Title 15, CCR Minimum Standards As part of the inspection process, we reviewed staffing lists, schedules, programming, recreation and exercise documentation, admission and classification documentation, incident reports, assessments/case plans, grievances, case notes, disciplinary records and safety checks to ensure compliance with Title 15 Regulations and to ensure procedures and facility operations are consistent with agency policy. Facility policy, procedures, operations and expectations are generally the same for both the federal youth and the county youth. We observed facility activities and staff engagement with the youth. Staff we spoke with were familiar with the regulatory expectations as defined by policy and procedures. Youth we spoke to noted that staff, including partner agency staff, are caring and fair. We have made some recommendations regarding enhancements to policy, staffing, operations, forms, training and documentation throughout the course of the inspection. Some changes were made almost immediately by your staff. This information may be found in the accompanying Procedures Checklist. Based on our observations, review of documentation and our interviews and conversations, there are no outstanding areas of non-compliance with Title 15 and no corrective action is required. It appears that youth detained in the juvenile hall receive all required activities and minimum standards are being met. Title 24, CCR Physical Plant There were no changes made to the physical plant and your rated capacity remains at 90. Please see the Physical Plant Evaluation for more information. There are no outstanding items of non-compliance with Title 24 Minimum Standards. Training According to the most recent Standards and Training for Corrections audit, Yolo County Probation Department is in compliance with all relevant regulations and mandates. Juvenile Justice and Delinquency Prevention Act (JJDPA) Compliance Monitoring We reviewed JJDPA requirements and found no violations.
