The facility was inspected for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations and for the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) requirements for holding minors. The inspection consisted of a review of applicable operational policies and procedures, including ensuring practices are consistent with regulations and written procedures, a review of documentation to verify compliance with regulatory expectations, a walk-through of the physical plant and administrative staff interviews. There were no prisoners present at the time of the inspection. The complete BSCC inspection report is enclosed and consists of: • This transmittal letter; • The Procedures Checklist outlining applicable Title 15 sections; • The Physical Plant Evaluation outlining Title 24 requirements for design; and, • The Living Area Space Evaluation that summarizes the facility’s physical plant configuration. We encourage continuing the practice of maintaining a permanent file for historical copies of all inspections. This file should be the first point of reference when preparing for all future inspections. LOCAL INSPECTIONS Annual inspections are required by the County Health Department and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). Corrections were required, and clearance was granted on August 13, 2018. HEALTH INSPECTIONS: Environmental Medical /Mental Nutritional Health Health Woodland City Holding 08/22/2017 08/22/2017 N/A Facility No corrective action is required for either inspection. Yolo County Public Health Department recommended that a Mental Health First Aid Training be provided as a supplement to the agencies training regimen every 3 years. BSCC INSPECTION PHYSICAL PLANT: The Woodland Temporary Holding Facility was opened in 2001 and evaluated under 2001 Title 24 Standards. The facility consists of four holding cells, and a secure booking area. There are no special-need cells such as a sobering or safety cell. There were no areas of non-compliance noted regarding the physical plant. The area was clean and well maintained. POLICY REVIEW: The most recent full policy review and revision occurred in March 2018. We reviewed the relevant sections of agency policy against regulation to ensure each area required by regulation was addressed. There were areas in which technical assistance was provided and areas in which policy needed to be updated. The agency administrator addressed these areas and provided the policy updates. Policy has been updated and no areas of non-compliance remain. PROCEDURES REVIEW: Documentation reviewed included booking logs, screening forms, shift schedules, local inspection results, classification documents, incident reports and other records which give insight to the facility’s operations. We reviewed agency practice against procedures and regulation to ensure consistent operations. Technical assistance was provided regarding documentation requirements. All necessary documents were provided. No issues of non-compliance regarding procedures remain.
