2020-2022 BIENNIAL INSPECTION OF THE YUBA COUNTY SHERIFF’S
DEPARTMENT JAIL AND COURT HOLDING CELLS, PENAL CODE 6031
On June 09, 2021, the Board of State and Community Corrections (BSCC) staff
conducted the 2020-2022 biennial inspection of the following Yuba County Sheriff’s
Department Jail and Court Holding Cells located at:

Pursuant to Penal Code Section 6031, this inspection was performed to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 California Code of Regulations (CCR). In addition, the BSCC conducted compliance
monitoring pursuant to Welfare and Institutions Code Section 209(f) and the federal
Juvenile Justice and Delinquency Prevention Act (JJDPA).
The complete BSCC inspection report is enclosed and consists of: this transmittal letter;
the Title 15 Procedures Checklist outlining applicable minimum standards; a Physical
Plant Evaluation outlining Title 24 requirements for design; and, a Living Area Space
Evaluation summarizing the physical plant configuration and showing the capacity of the
facility. Refer to the Title 15 Checklist for compliance status and evidence used to
determine compliance.
Local Inspections
In addition to a biennial inspection by the BSCC, inspections are required annually by the
County Health Officer and biennially by the State Fire Marshal or an authorized
representative (Health and Safety Code Sections 101045 and 13146.1). Please consider
our report in conjunction with the reports from the Yuba County Health Officer and the
respective fire authorities for a comprehensive perspective of your facility. All required
local inspections have been performed during this BSCC inspection cycle.

BSCC Inspection
The inspection consisted of a review of the Yuba County Jail Manual which contains the
agencies Policy and Procedures and the Yuba County Sheriff’s Department Policies, a
site visit of the jail facility to review operations, inspect the physical plant and review
relevant documentation, and conduct interviews with inmates, administrative, and facility
staff. Appropriate precautions were made due to COVID-19.
The Yuba County Jail contains areas that were built in 1963, 1988, 1994, and 2001. All
areas of the facility looked clean. In some areas maintenance was being conducted and
the housing areas were not in use. Most areas of the jail were under populated. This was
a result of precautions taken due to COVID-19 and allowing the agency to spread inmates
around the facility to accommodate social distancing. Yuba County Sheriff’s Department
is currently working on addressing all identified concerns relating to an Americans with
Disabilities Act report authored by JCS Jail Consulting.
The Yuba County Jail currently does not have a jail management system that can pull
data for ad-hoc reports. Depending upon the type of report needed this can be a very
laborious task and require a staff member to spend hours and/or days, collecting data
from many areas and potentially reviewing video footage. A jail management system that
can retain data and provide information in a printed report could save staff time and allow
the Sheriff’s Department to reassign that staff member to other important tasks.
Title 15, CCR Inspection
Our evaluation consisted of reviewing only those policies and procedures related
specifically to the applicable regulations in Title 15, CCR.1 We found no issues of non-
compliance during this inspection. Please refer to the Procedures Checklist for detailed
information.

Title 24, CCR Physical Plant
The only changes made to the physical plants since the last BSCC biennial inspection
was refurbishment of some living areas and increasing the number of beds in some living
areas. However, though there was an increase in the number of beds, the overall actual
population on the day of inspection was well under the rated capacity. We found no
areas of noncompliance with Title 24 minimum standards in the Yuba County Jail. Refer
to the Living Area Space Evaluation and Physical Plant Checklist for each facility.
Juvenile Justice and Delinquency Prevention Act Compliance Monitoring
The BSCC monitors local detention facilities for compliance with the JJDPA. Minors are
not held in secure detention.
This concludes the 2020-2022 biennial inspection cycle report of the Yuba County Jail

NOTE: 10-12 Inspection: The RC of these dormitories has been 50 as noted in the 2008-2010 inspection. To resolve the conflict of
capacity noted in previous LASE reports, the rooms were re-measured and RC re-calculated. The bottom tier has 1982 square feet and
the top tier has 1546 square feet for a total of 3528 square feet; sufficient to support a RC of 50.
(20-22) 58 beds were found in the B housing unit. At the time of inspection, only 24 beds were occupied. If/When extra bunks are used,
the agency is in a non-compliance mode. I was advised that the extra 8 beds are to be removed once COVID-19 has ended. Count of
fixtures increased to provide for social distancing. Dorm C only contained 46 bunks (30 downstairs = 16 upstairs).
