February 29, 2024 John Carroll, County Superintendent of Schools Marin County Office of Education 1111 Las Gallinas Avenue San Rafael, CA 94903 Dear Superintendent Carroll: The State Board of Education designated oversight of the Ross Valley Charter School to the Marin County Office of Education (COE) effective July 1, 2021. In May 2021, the county superintendent and the Fiscal Crisis and Management Assistance Team (FCMAT) entered into an agreement for FCMAT to provide charter school oversight to Ross Valley Charter School. Oversight services included the information in the memo- randum of understanding (MOU), and supporting appendices, between the Marin COE/Marin County Board of Education and the Ross Valley Charter School. A summary of FCMAT’s oversight work is reflected in the quarterly and annual reports we have presented at the Marin County Board of Education’s regular meetings on October 12, 2021, October 11, 2022, February 8, 2022, May 10, 2022 and January 9, 2024. The county superintendent contracted with FCMAT to initially perform oversight, with the intention of county superintendent staff assuming oversight responsibilities at a later date. That transition began July 1, 2023, with county superintendent staff assuming all financial related oversight responsibilities. Between July 1, 2023 and February 8, 2024, FCMAT performed joint oversight activities with county superintendent staff, including a facilities inspection on August 17, 2023, instructional walk-through on January 23, 2024, and charter school board meeting attendance on January 18, 2024 and February 8, 2024. All remaining oversight responsibilities were transferred to the county superintendent staff after FCMAT’s attendance at the February 8, 2024 charter school board meeting. FCMAT appreciates the opportunity to serve Marin County Office of Education and extends thanks to the Ross Valley Charter for their assistance during this engagement.
