Amador Municipal Service Review Progress Report By Burr Consulting Feb. 18, 2008 Summary All but one of the local agencies are cooperating with the MSR project. The majority of the service providers have not been as quick to respond to LAFCO and consultant requests as was originally anticipated. The MSR was originally expected to be presented to LAFCO in May 2008. At this time, the MSR is not expected to be adopted by LAFCO until its June or July 2008 meeting. MSR Steps and Timing 1. Outreach • Presentation delivered and outreach materials were disseminated Nov. 5, 2007 2. Initial Request for Information (RFI) • Questionnaire was mailed Nov. 6, 2007 • Requested liaison, service configuration, agency documents • Agency responses were requested within 2 weeks • Median agency response time was 5.5 weeks, arriving just before the holidays 3. Interview • Consultant reviewed documents provided in response to Step 2 for information of interest, and interviewed for remaining questions • Cities, fire districts and AWA were interviewed Jan. 16-17, 2008 • Other districts and providers were interviewed Jan. 28-30 4. Agencies Respond to Requests Made at Interviews • Cities and AWA responses have been slower than anticipated. LAFCO letters on Feb. 14 requested response by Feb. 22. • Other districts have mostly responded within 2 weeks, but some have not provided information (as of 3 weeks post-interview) • Some responses have been incomplete • Substantial water and wastewater information has not yet been provided 5. Agency Profiles Prepared • Fire, police, streets, drainage, parks, cemetery services reviewed • Profiles for fire districts were prepared (except Sutter Creek FPD) • Portions of profiles for cities and the County have been prepared • Consultant target date for completion of profiles is March 10 6. Agency Review of Profiles • Agencies will be asked to review the profiles within a 2-week period • Consultant target date for completion of this step is March 24 7. Administrative Draft MSR • The administrative draft MSR is due to LAFCO within 40 days of Step 6 (May 3) • Consultant will attempt to complete this step more quickly 8. Public Review Draft MSR • The public review draft MSR is due to be released within 14 days of LAFCO review and comment on the Administrative Draft MSR (by May 24) • The public review comment period will be 3 weeks 9. Draft Final MSR • The draft final MSR is due to be released within 10 days of the close of the public review comment period (by June 25) 10. LAFCO Presentation • Consultant is expected to present findings to LAFCO at the next LAFCO presentation (June 19 or July 17) • LAFCO may adopt the MSR resolution at that meeting 11.
