MUNICIPAL SERVICE REVIEW Description of District The earliest public library in Fresno County was created in 1888 in Selma. A library was established by the City of Fresno in 1892. The Fresno County Library District dates from 1910 and operates all public libraries within its boundaries. The District operates under the provisions of the State Education Code, Section 19100 et seq. The District includes all of Fresno County except for the area within the Coaling-Huron Unified School District - Library District. The District boundaries are shown on the attached map. The County of Fresno Board of Supervisors governs the District. The District is administered by the County Librarian with 188 full-time and 105 part-time staff. District Services and Background The District owns, leases and operates facilities providing public library services. 2.MSR DETERMINATIONS This portion of the report addresses the factors specified in the governing statute for Municipal Service Reviews. Growth and Population Projections District services do not directly facilitate or affect the rate or location of population development, though the District responds to growth projections and trends by providing library facilities and improvements based on demonstrated needs. Location and Characteristics of any Disadvantaged Communities Disadvantaged communities receive services from the District however, district services do not affect or influence communities in any way. Infrastructure Needs and Deficiencies The District owns or leases facilities in almost every community within the District. There are 35 branch libraries, as well as 2 mobile library facilities. Extensive use is made of these facilities and services. An inventory oflibrary locations is attached. MSR and Sphere Update Fresno County Library District 2 "The Heart of a Community: Its Public Library" is a facilities development plan that projects library needs for Fresno County residents through 2020 and identifies the need to renovate and expand or construct new libraries. This document is available on the District website, www.fresnolibrary.org. Financial Ability to Provide Services The District FY 2011-12 budgeted revenue of $22,874,630 is funded primarily by taxes. Primary expenditures are salaries and benefits ($16,109,600) and services and supplies ($8,414,351) with total expenditures totaling $2,003,747 more than revenues. Significant funding for the District is derived from Measure B, a 118th of 1 percent sales tax levy that is collected Countywide. The Coalinga-Huron Unified School District Library District also receives funding from this source. The San Joaquin Valley Library System is an inter-agency cooperative of 10 Central Valley library jurisdictions headquartered in Fresno. Its $3,574,849 budget is maintained by the District and financed by membership fees from the participating library jurisdictions and by State contributions, if available. It appears existing financing sources are sufficient to meet financial obligations to provide District services. The renewal of the Measure B sales tax revenue will be on the November 2012 ballot. The tax has a sunset clause which is currently set for March 31, 2013. The District utilizes joint purchasing and coordinated maintenance to improve services and reduce costs. With nine other public library jurisdictions the District shares technical expertise, electronic databases and materials, an online directory and other cooperative programs. There is an agreement between the District and the Fresno County Sheriff to provide library service to the Fresno County Jail Law Library. The District outsources about 75% of the processing of new library materials to reduce overhead and redirect funds into the purchase of more materials. The District is also expanding RFID (Radio Frequency Identification) technology for self checkout of library materials, utilizing new technologies, such as the purchase of e-books, and continues to share the purchase cost of databases with other members of the San Joaquin Valley Library System. Status of, and Opportunities for, Shared Facilities The District participates with other library service agencies within the San Joaquin Valley in sharing resources. The District provides service to the County Sheriff by providing library service to the County Jail Law Library. The District is also investigating partnerships with the Central Unified School District to provide public library services out of school libraries in that district. A pilot program is expected to launch in the summer of 2012. MSR and Sphere Update Fresno County Library District 3 Government Structure and Operational Efficiencies There does not appear to be readily available government structure options. Consolidation with the other Library District in the County is possible, though there does not appear to be any interest in this option by either of these agencies and due to the geographic distances, services for either group could be problematic. The Board of Supervisors governs the District. It meets on Tuesdays and Board agendas are posted on the County website. The District website is www.fresnolibrary.org. Programs for children, teens and teachers are promoted through community partnerships and publications, news media, flyers, posters and the District's website. A Citizen's Review Panel serves as an oversight committee for the use of Measure B funds, which comprise about 51 % of District funding. 3.SPHERE OF INFLUENCE REVIEW AND UPDATE Government Code Section 56076 defines Sphere of Influence as "A plan for the probable physical boundaries and service area of a local agency, as determined by the commission." Description of Current Sphere of Influence The District's exterior boundaries and Sphere oflnfluence are coterminous. No Proposed Sphere Changes The District reports its Sphere and boundary are correct at this time and no changes are proposed at this time. Sphere of Influence Recommendation and Determinations It is recommended the Commission approve the following determinations and affirm the current Sphere of Influence. 1. Present and planned land uses in the area, including agriculture and open-space. Land uses within the District are a mix of residential, commercial, industrial, public uses, agriculture and open space. Planned uses include similar designations. 2. Present and probable need for public facilities and services in the area. The mixture of land uses within the District requires a broad array of public services and facilities. The probable need for public facilities and services reflect land use plans of the cities within its boundaries and the County. MSR and Sphere Update Fresno County Library District 4 3. Present capacity of public facilities and adequacy of public service that the agency provides or is authorized to provide. The capacity of District facilities is sufficient for services it provides. 4. Existence of any social or economic communities of interest m the area if the Commission determines that they are relevant to the agency. RECOMMENDATIONS In consideration of information gathered and evaluated during the Municipal Service Review it is recommended the Commission: 1. Accept public testimony regarding the proposed Municipal Service Review. 2. Approve the recommended Municipal Service Review determinations, together with any changes deemed appropriate. 3. Approve the recommended Sphere of Influence determinations and affirm the current Sphere of Influence. 4. Encourage the District to establish a comprehensive capital improvement plan to deal with current demand and future population growth.
