MUNICIPAL SERVICE REVIEW Description of District The Broadview Water District (District) is located in the western part of Fresno County and is approximately two miles southwest of the City of Firebaugh. The District previously provided irrigation water service to parcels within their boundaries. On February 28, 2005, Westlands Water District (Westlands) purchased all but 40 acres of the District's lands and existing infrastructure, and subsequently annexed all of the District's lands into Westlands on March 16, 2005. The District at this time exists in an administrative capacity only and no longer provides any service. Westlands did not purchase the land currently owned by the "Broadview Ginning Company." The land involved is approximately 40 acres located in the NE 1/4 of Section 11 of township 13S Range 13E (S/W of the intersection of Bullard and Newcombe Aves.). The District has assigned its Central Valley Project water contract to Westlands. 2. MSR DETERMINATIONS This portion of the report addresses the factors specified in the governing statute for Municipal Service Reviews. <b>Growth and Population Projections</b> District administrative services do not affect rates or location of development or population growth. Location and Characteristics of any Disadvantaged Unincorporated Communities There are no disadvantaged unincorporated communities in the District. Infrastructure Needs and Deficiencies The District does not have any infrastructure. Financial Ability of Agencies to Provide Services The District did not provide budget information upon which the ability to provide services could be based. Status of, and Opportunities for, Shared Facilities The District infrastructure was purchased by and annexed to Westlands Water District. MSR and Sphere Update Broadview Water District Governmental Structure and Operational Efficiencies An elected five-member Board of Directors governs the District and meets at 10:00 am every Monday after the first Tuesday of each month, except in January and February. Board agendas are posted at Westlands Water District Office. 3. SPHERE OF INFLUENCE REVIEW AND UPDATE Government Code Section 56076 defines Sphere of Influence as "A plan for the probable physical boundaries and service area of a local agency, as determined by the commission." Description of Current Sphere of Influence The District was annexed to Westlands Water District in 2005. No sphere of influence update determinations are required as the District is in the process of consolidating with Westland Water District and no longer has a sphere of influence. 4. ACKNOWLEDGEMENTS & REFERENCES This draft Municipal Service Review was prepared by Fresno LAFCo staff. Responsibility for any errors or omissions rests with the Westlands Water District. 5. RECOMMENDATIONS In consideration of information gathered and evaluated during the Municipal Service Review it is recommended the Commission: 1. Accept public testimony regarding the proposed Municipal Service Review. 2. Approve the recommended Municipal Service Review determinations, together with any changes deemed appropriate.
