Overview LAFCOs are mandated by the Cortese-Knox Hertzberg Reorganization Act of 2000 (CKH) to encourage orderly development within their county of jurisdiction. The Act governs the boundaries of special districts and cities, consistent with each agency's principal act. То implement boundary changes, CKH directs LAFCOs to make reorganization decisions based on several factors, including the need for and efficiency of public services. To promote greater efficiency in services for future planning purposes, the CKH mandates LAFCOs to conduct Sphere of Influence (SOI) reviews once every five years or as necessary. SOIs are used as a planning tool for agencies to conduct service and facility planning for areas it intends to serve in the future. A SOI is defined as "a plan for probable physical boundaries and service area of a local agency, as determined by the Commission." Consistent with Commission SOI policies, a SOI can a) be coterminous to agency boundaries as the ultimate foreseen configuration of the agency in anticipation of no future growth, b) be extended beyond the agency boundaries in anticipation of future growth, c) be smaller, indicating the need to detach areas from the agency boundaries, or d) be designated a "zero sphere", which indicates a potential dissolution of the agency. In order to amend the sphere of influence boundaries, formal approval from the LAFCO Commission is required. For newly incorporated cities, a sphere of influence must be established within year of incorporation. Prior to or in conjunction with SOI reviews a Municipal Service Review (MSR) must be prepared pursuant to Government Code Section 56430 (c). MSRs are conducted to assist in the SOI review process by providing information regarding the ability of agencies' to provide public services. This Municipal Service Review will review the services provided by the City of Wildomar. Pursuant to 56430 (a), the MSR will make the following determinations: Growth and population projections for the affected area. (2) Present and planned capacity of public facilities and adequacy of public services, including infrastructure needs or deficiencies. (3) Financial ability of agencies to provide services. (4) Status of, and opportunities for, shared facilities (5) Accountability for community service needs, including governmental structure or operational efficiencies. (6) Any other matter related to effective or efficient service delivery, as required by the Commission. Provided below is a summary of what each determination will assess. (1) Growth and population projections for the affected area. This will evaluate the method of projection and its relationship to services and facility planning. (2) Present and planned capacity of public facilities and adequacy of public services, including infrastructure needs or deficiencies. The review will assess standard/objective levels of municipal services in relation to the current level of services as well as future plans to attain those objectives and/or maintain existing level of services. Identifies whether the City has any general bonded indebtedness, its purpose, tax rate and when the debt will be retired. In addition, general taxes, special taxes, and assessments will be identified in relation to the services funded by those monies. In extreme cases, agencies not financially capable of providing the basic services will be identified. (4) Status of, and opportunities for, shared facilities. To promote greater efficiency in public services, the MSR explores opportunities for different agencies to share facilities and/or resources. By sharing facilities or other resources, agencies can eliminate the duplication of studies, planning efforts, staff or equipment, and potentially lower the cost for providing services. (5) Accountability for community service needs, including governmental structure and operational efficiencies. Identifies efforts made by the agency to increase public participation and accountability. Also, discusses whether audits are performed and how they are made available to the public. (6) Any other matter related to effective or efficient service delivery, as required by Commission policy. This will allow this LAFCO to identify areas outside an agency's boundaries currently receiving or requesting services from the agency. Also, identifies inhabited areas within or outside the current sphere of influence that the City anticipates annexing within the next five years or that could benefit from services provided by the agency. Issues unique to a particular agency or geographic area will be explored. II. Service Review Process In preparation of the MSR, public agency input is very important. To begin the MSR process the affected agencies were sent a questionnaire regarding services provided. Ideally through a combination of responses from the questionnaires, follow-up conversations with the agencies, and research, the MSR is prepared. Agencies are encouraged to review and comment on the Public/Agency Review Draft prior to the circulation of the Final Draft that will be presented before the LAFCO Commission, October 22, 2009. This is an opportunity to address any concerns of the affected agencies regarding the data presented. At the public hearing the Commission will review the final draft of the MSR. After the hearing, the draft determinations will be modified as necessary to be adopted by the Commission. III. Agency Review The City of Wildomar incorporated July 1, 2008 as the 25th city in Riverside County. It is located north of the City of Murrieta, south of the City of Lake Elsinore and west of the City of Menifee. The city encompasses approximately 24 square miles. City hall is located at 23-873 Clinton Keith Rd., Ste. 201 in a privately leased commercial building. LAFCO—October 2009—Final 1-2 <b>Municipal Service Review</b> A. Governing Body The City of Wildomar is a General Law City governed by a five member city council. Council members serve four year terms, with the exception of the initial council, elected upon incorporation. Two members of the inaugural council are serving for two years to provide for staggered terms in office in the future. The City Council meetings are held the second and fourth Wednesdays of every month at 7:00 p.m. B. Basic Financial Information The City of Wildomar adopts an annual budget. Provided are expenditures and revenues for the last two fiscal years since its incorporation. FY 2008-09 FY 2009-10 Total Revenues $10,483,846 $10,782,900 $10,764,700 $10,387,406 Total Expenditures Wildomar also adopted a five year Capital Improvement Program (CIP), which describes transportation capital improvements, the costs associated with those projects and their funding source. These improvements are expected to occur between 2009 and 2014. The City of Wildomar incorporated as the economy began to slowdown and is currently experiencing revenue declines that will delay its ability to provide an increased level of services. C. Population & Growth As of January 1, 2009 the estimated population in the City of Wildomar is 31,321 as projected by the Department of Finance. No other growth projections have been established for the City since its incorporation. IV. Services As a contract city, Wildomar is providing fire protection, police protection, and road maintenance services by contract. Solid waste collection and disposal services are provided by the City through a franchise agreement with Waste Management and CR&R. General government, as well as building and safety are provided directly by the City. Summer recreation programs were provided by the City of Lake Elsinore through a contract with the City of Wildomar. Although Wildomar provides park maintenance it is uncertain, which agency will continue to provide recreation services. Elsinore Valley Municipal Water District (EVMWD) provides water and wastewater services within the city limits. Lastly, the Riverside County Library System provides library services to the City of Wildomar. Since the City of Wildomar is a fairly new city it is in the initial steps of hiring staff and establishing procedures and policies. Therefore, no service level standards have been established by the City. A. Police Protection Services The City of Wildomar contracts with the County of Riverside Sheriff for police protection services. The Lake Elsinore Sheriff Station located at 333 Limited Avenue provides police protection services to the Cities of Wildomar and Lake Elsinore as well as the unincorporated LAFCO—October 2009—Final 1-3 <b>Municipal Service Review</b> areas of Aberhill, El Cariso, Glen Eden, Glen Ivy Hot Springs, Good Hope, Lakeland Village, and Sedco Hills. The fiscal analysis for the incorporation of Wildomar used FY 2005-06 as the base year for police protection services, which included 21 sworn officers and a population of 27,000. Accordingly prior to incorporation the service level provided was .78 officers per 1,000 population. Currently, the City's FY 2009-10 contract allows for 18.5 sworn officers. Based on a population of 31,321, the police protection service level is .60 officers per 1,000 population. The City does not contract for dedicated traffic enforcement services. Traffic enforcement which had been minimally provided by CHP prior to its incorporation, is a duty absorbed by patrol officers. B. Fire Protection Services The City of Wildomar is a contract city of the Riverside County Fire Department. The City's primary station is Station 61 located 32637 Gruwell St. Secondary response services are provided to the City by Station 75 located at 38900 Clinton Keith Rd. in Murrieta, Station 68 located at 26020 Wickerd Rd. in Menifee, and Station 95 is located at 22770 Railroad Canyon Rd. in Lake Elsinore. During the incorporation of Wildomar, the construction of a new fire station on Clinton Keith in Wildomar was discussed. Since the City has incorporated, the plans for a new station have changed. Instead, Station 61 will be relocated to serve the greater area of Wildomar and although not site specific tentative plans indicate the new station will be located southeast of the existing station. It is anticipated that funding for the new station will come from the County Economic Development Agency. C. Road Maintenance Within the City of Wildomar there are approximately 102 road miles and 18 traffic signals. The City provides road maintenance, street sweeping, and traffic signal maintenance. In June of 2009 the City adopted a Capital Improvement Program that lists several road improvements and traffic signal maintenance beginning FY 2009-10. D. Park and Recreation Services Park and recreation services are provided by the City of Wildomar. The City maintains three parks. Provided is a list of its facilities and amenities: Park Name Acres Amenities Marna O'Brein Park 11 Picnic areas, 3 basketball fields, 2 basketball courts, 1 tot lot Regency Heritage Park 3+ Dog park, half-court for basketball, 1 tot lot 2+ 1 Tot lot Windsong Park In Summer of 2009, the City of Wildomar contracted with the City of Lake Elsinore to provide the initial summer recreation program as a substitute for services already being provided by Wildomar. The City's website lists recreational special events such as concerts, movies at the park, and festivals. Wildomar does not have a master plan park for future facility planning, recreational programs, or increasing the acreage of parkland. LAFCO—October 2009—Final 1-4 <b>Municipal Service Review</b> The Wildomar Cemetery District currently leases property not being used for burial sites for recreational uses. The City should explore the use of this site for additional recreational opportunities. During the analysis for the potential consolidation of Elsinore and Wildomar Cemetery District, public testimony presented the idea that the new City of Wildomar should assume the functions of the cemetery district. There are potential benefits in pursing this option. This would allow for the consolidation of administrative functions and possibly the use of the same personnel for maintenance. The City should explore this option as well. V. Sphere of Influence As a new city, a sphere of influence has not been established for the City of Wildomar, and one cannot be designated prior to the completion of a MSR. Through this MSR process we will establish a sphere of influence for Wildomar. In order to expand the City's sphere of influence, the area added to the sphere must be in the City's general plan. The City is in the preliminary stages of developing a General Plan. VI. MSR Determinations: (1) Growth and population projections for the affected area. As a new city, no growth or population projections have been generated for the City of Wildomar. (2) Present and planned capacity of public facilities and adequacy of public services, including infrastructure needs or deficiencies. The City of Wildomar is currently providing a lower service level for police protection services compared to services being provided by the County of Riverside prior to its incorporation. It is expected that the limited revenues will probably be a challenge for the City to increase its service levels for the next couple of years. (3) Financial ability of agencies to provide services. The City of Wildomar adopts an annual budget and has adopted a Capital Improvement Plan The CIP indicates how special projects, road maintenance and traffic signal (CIP). construction will be financed. (4) Status of, and opportunities for, shared facilities. The Wildomar Cemetery District currently leases property not being used for burial sites for recreational activities. The City should discuss opportunities for City-sponsored recreational uses with the District. No other opportunities for shared facilities have been identified. (5) Accountability for community service needs, including governmental structure and operational efficiencies. The City of Wildomar maintains its own website, www.cityofwildomar.org. Public agendas and minutes, special events, contact information for city departments, and budget information can be found on the City's site. LAFCO—October 2009—Final 1-5 <b>Municipal Service Review</b> At the time the potential consolidation of Wildomar and Elsinore Cemetery Districts analysis was being discussed, an alternative mentioned during public testimony was for the City of Wildomar to assume the functions of the Wildomar Cemetery District. There is the potential for consolidation of administrative functions and perhaps using common personnel for maintenance. The City should explore this option further. (6) Any other matter related to effective or efficient service delivery, as required by Commission policy. Again, the limited revenues for the City of Wildomar pose a challenge for the City to increase service levels during the early years of incorporation.
