BACKGROUND: At the January 19, 2011 hearing, LAFCO 3133 was continued to March and then again to April 21 to allow for completion of contract negotiations between the Crestline Sanitation District and the State of California Parks Department related to the operation of the Cleghorn Treatment Plant and with CalFire for the Pilot Rock facility. The Las Flores Ranch contract has been signed; however, it is on a year-to-year basis for disposal of the District’s effluent prompting new questions. On April 1, LAFCO staff received a request from the Crestline Sanitation District to continue this matter to the September hearing so that the contract issues and other items related to its transition from County Special Districts to independent status can be resolved. Staff is recommending that the Commission honor the District’s request and continue the matter to September. Staff will be happy to answer any questions prior to or at the hearing. KRM/ Attachment
