meeting.
It was a pleasure meeting you.
As a renter of
for 39 years (since 1985), I have sadly watched control of all things harbor
related being taken over, to the harbor's detriment, by the city of Oceanside. The result has been the
harbor
is charged far more based on budgeted numbers set by the city for far less services. It started in 1995
when
the harbor gave up its independent status without input (that I can remember) from slip renters. At about
that
time, the independent harbormaster was changed to a harbor manager (reporting to the city's parks and
recreation
department) and all finances transferred to the city (losing all transparency). Then in 2009, when the
harbor
patrol was disbanded and those funds transferred to the Oceanside Police Department (with no
boatmen or
harbor patrol experience) we lost adequate water safety. After 12 years of failure by OPD, funds have
now
been increased and transferred to the Oceanside Fire Department/LifeGuards. With the loss of a
dedicated
harbor patrol we also lost adequate law enforcement and any enforcement of the long established "blue
book"
of rules and regulations in the harbor.
The problem, I believe, is the total lack of independence of the Oceanside Small Craft Harbor District (as
originally established) from the Oceanside City Council. This has resulted in a total lack of establishing
reserves for required maintenance and capital expenditures resulting in massive deferred maintenance.
Decisions are made by the city for the city's best interest and not the stakeholders in the harbor.
As an example, the decision was made regarding fire safety on the new J-dock for a less expensive
standing pipe fire system (versus the charged system on the rest of the docks) that will drastically extend
the time required to fight a fire to save some of the most expensive vessels in the harbor.
This lack of indepence has left the stakeholders (slip renters) with no inputs in how the harbor is
operated.
I am hopeful that your recommendations will result in efforts to re-establish OSCHD as an independently
operated entity allowing the stakeholders a real input into the harbor operations and giving us back
transparency and the "Jewel of North San Diego County"...

[External] Urgent Request for the Return of Harbor Police
Dear Michaela,
I am writing to express my deep concern regarding the ongoing safety issues at Oceanside Harbor. As a
long-time slip renter here, I have always valued the sense of community and security that our harbor
once provided. However, recent events have made it clear that things have drastically changed, and not
for the better.
Just recently, my son was assaulted in one of the private restrooms. The suspect forcibly pushed his way
into the restroom before attacking him. Thankfully, the suspect was apprehended and arrested, but this
incident is just one example of the lawlessness that has taken hold in our harbor.
This is not an isolated event. I myself was assaulted here in the past, and it is becoming increasingly
clear that without the presence of our own private harbor police, these kinds of incidents will only
continue. The situation has become truly atrocious, and it is unacceptable that we, as residents and
renters, are left to fend for ourselves in what should be a safe and secure environment.
I strongly urge you to take immediate action to address this situation. The return of our harbor police is
not just a matter of convenience; it is a necessity for the safety and well-being of everyone in this
community.
Please do not let this situation continue to escalate. We need your support to bring back the security and
peace of mind that Oceanside Harbor used to offer.

I own a condo at Marina Del Mar in Oceanside that we are having a lot of trouble with homeless and gangs. We need to
get back our Harbor patrol as we had for many years and had a lot less problems break-ins people jumping the fence
please after all the money that we give the city we should be able to have security from the harbor patrol we pay them
4% on all our rentals. We pay them a large lease agreement. Every time something is sold here they receive money every
time permit to remodel they receive money. It'd be nice to have them start giving us some security for our money.

Dear Ms. Peters
I am a homeowner in the harbor and a boat owner. As you probably know Oceanside Harbor collects a "boatload" of fees
from many entities. They collect land lease fees, slip renters fees, 4% rental fees from every rental property and 2%
commission fees on every condo/home that is sold. These are just some of the amounts collected.
We as homeowners and slip renters have no representation of where our money is being spent.
We know for a fact that it is not being spent to provide protection for our community.
Oceanside PD does not patrol the harbor. They come only when 911 is called after an incident has occurred.
When Harbor Patrol was present our community felt safe and problems that we have recently experienced were not the
norm. If Harbor Patrol is not likely to be reinstated then Oceanside PD needs to step up and fill the void. If officers
patrolled the harbor a couple of times at night incidents in the harbor like the one that occurred on 8/17/24 could have
been prevented.
Please let everyone at LAFCO know that this matter is urgent.

Thanks for your presentation on the 19th, it was enlightening.
In regard to the LAFCO recommendations I have the following comments and suggestions.
Recommendation 6 and 9 appear like they could be rolled into recommendation 10 as a part of an
ongoing MoU.
Recommendation 11 should be enacted as the harbor no longer has an independent police presence as
such is unreasonably exposed.
My thoughts regarding the "status" of the harbor as a dependent or independent district are as follows.
As a dependent sub-agency, harbor employees enjoy city of Oceanside benefits that may not be
available to them if the harbor were an independent district. This could make hiring of quality
individuals and retention of current employees problematic.
When the harbor was incorporated into the city in 2009 the harbor had cash reserves of around $5
Million dollars for future large capital expenses such as dock replacement. This cash reserve was
rolled into the city budget and simply evaporated largely because the new "harbor district" now
included all city beach properties, this was a cash grab by the city. The situation of the condition
of the harbor repairs (up to $28 million in deferred repairs) is accountable to poor planning and
understanding of marine environment maintenance costs by the SCHD board. As such the burden
of this poor planning is now carried by the slip renters in the form of significant slip rent increases
in 2024. To that, In 2022 the HBAC formed an Ad Hoc committee that included
representatives from the city, The Brady Corporation and HBAC members to define how the
deferred harbor repair would be enacted. Based on the "absorbed" $5 Million from the long term
harbor accounts and the obvious inability of the city to manage harbor maintenance funding, the
Ad Hoc committee recommended separate accounting ledgers for the funds raised by the slip
rental increases. Keep in mind the city representatives on the Ad Hoc committee agreed to and
supported this proposal as part of the recommendation to the combined SCHD board and city
council. In council meetings the SCHD reneged on its commitment and the funds were rolled into
the general budget with a "promise" that they would be spent only on Brady project repairs. Given
the SCHD and city councils past inability to manage the harbor, members of the HBAC do not
think the combined SCHD/City Council have the ability or motivation to act in the best interests of
the slip renters. There is simply too much internal conflict of interest involved for the city council
to serve as the SCHD board.
In the light of the recent pier fire, it's not unreasonable for the SCHD/city council to roll
•
pier repairs into the harbor sector and bill the slip renters accordingly. There is no mechanism to
stop this type of action currently.
The slip renters feel abused by the city. Comments from city management such as "they own
•
boats, they are rich" do not help and give vindication of our feelings that the city management do
not have the harbor's best interest in mind.
Given the above narrative, I suggest the following.
٠
The Harbor District remains dependent within the city to make the best use of the city
0
resources for public use of the harbor.
The "footprint" of the Harbor District be returned to the pre 2009 boundaries. Beaches and
0
assets outside of those boundaries should not be incumbent on the slip renters.
The SCHD board should be independent to serve the best interests of the harbor and
0
harbor funds. A compromise position would be having the appropriate city
council members on the SCHD board with independent majority make up.
Harbor Lifeguards/Firefighters who work in the "redefined" district should have PC 832
0
powers to enforce California laws.
o Any MoU negotiations with the city should include representation for the slip renters via the
HBAC. Preferably with an independent SCHD board.
Again, I do appreciate the work LAFCO has put into our harbor situation and look forward to working with
you in the future to preserve the "jewel of the North".

committee (HBAC) Your report was very thorough and well done. Thanks
First I want you to know who I am. I am a boater, business owner and slip renter. I have been a slip renter
in Oceanside harbor for over 44 years. I was the person that introduced myself to you after the meeting. I
have been on the HBAC for almost 20 years.
I am a retired Fire Captain and currently a USCG licensed Captain 100 ton master. I have been running
a small one person charter business in Oceanside harbor for over 20 years.
The only reason for sharing all this with you is that I have been around long enough to have watched the
harbor go from a self-sustaining Harbor District to a serious money grab for the City Of Oceanside. After
reading your report it appears that the information you presented shows you have a good idea of what
has been going on.
I will try to be brief as I know you are being overloaded with information from boaters, and being bullied
by City Council members. It was very sad watching the two members running for Mayor/ council chase
you and the other gentleman out to try to bully you when you did your presentation . Please know that the
truth is the truth and if it is the truth you need to do the right thing as I can see you are trying to do.

Ok here goes when the harbor was taken over by the city this was done to allow the current Harbor
patrol to be a part of the Oceanside Police department. This would allow the harbor Patrol to have the
OPA union represent them and an immediate pay raise. At that time the Harbor Patrol officers were
staying in the harbor and performing the duties they were hired to do. But the takeover allowed the
Harbor patrol officers to be able to transfer to other duties in the Oceanside Police department. As time
went on and the true water persons started retiring the Oceanside police began a much larger roll and
moved Lieutenants and other staff officers into the harbor budget. This also allowed the existing Harbor
patrol officers to work overtime outside the harbor, and also to be used outside the harbor leaving the
Harbor uncovered. This continued for several years with boaters noticing that the protection they were
paying for was no longer here, but they were now providing regular patrol to the other areas of the city,
including waiting for prisoners to be booked in Vista county Jail with sometimes hours waiting and away
from the harbor leaving it unprotected. At this time the harbor was being charged $2.8 Million dollars for
Police/Harbor police protection which came directly from harbor district funds, Slip renters or as the city
calls us STAKEHOLDERS.
After years of boaters complaining about this obvious money grab and boaters assets being left
unprotected. The HBAC requested an ad hoc committee to be put together to look into the obvious
money grab. The city solution was to have The fire Department come in with a plan to have a division of
their department the( lifeguards) take over harbor safety? The cost was going to be a little less and the
City agreed to try a new system and at the end of one year a MOU would be worked out. I supported the
basic plan since I worked in the Fire service and felt this would be better as far as harbor
stakeholders/boaters safety. Well the one thing that the Fire Department did not want to do is provide
policing for the harbor neither on the waterways enforcing harbor rules of the road nor the docks or
harbor area. IT has been over a year and no MOU has been brought forward to the HBAC .
At some point the harbor area was expanded from the harbor south all the way down to Carlsbad city
limits. All safety including beach cleaning equipment being paid for by boaters money. Because the
Police were replaced they pulled completely out of the harbor and left the Fire Department with
equipment that had fallen into disrepair and NO Police protection, not even Patrols. So then the city
decided to hire a private patrol to work and rattle doors, for a cost of over $150,000 but again no policing
powers for late night hours. This was a total failure and again the boaters were very unhappy and the
harbor as described by many boaters to me has become a (War Zone)? At the meeting you were at you
heard the City Manager get up and read a prepared statement that they were looking into a weekend
attack with a baseball bat by gang members injuring 4 unsuspecting citizens on harbor beach. Seems
like we are now trying to put out a fire that has started and just keeps getting bigger. We have been trying
to get some changes to the harbor protection, but it had to come to this before the city even acted like
they were going to move forward on anything. As you heard they are WORKING ON IT.
We Currently have the Director of PUBLIC WORKS making decisions for our harbor and to be truthful he
could not tell the bow from the stern of a vessel. I sat on the ADhoc committee with him when the city
spent $800,000 dollars on a BRADY report to identify areas of the harbor that are in "desperate need of
repair." The first thing that the city brought up in our meeting was that ONLY 30% of the boaters live in the
City Of Oceanside 70% live outside. So in short the others dont have a vote in Oceanside. We also were
shown documents that the city was taking over $840,000 annually and putting into the general fund and
in that document it said that not one penny has to be spent in the harbor?, and they have not. The city
has not saved one dollar for the infrastructure of our harbor. Any property owner that has a rental knows
you have to set aside money for repairs. This is criminal if not just unprofessional what the city is doing
and we need an outside auditor to evaluate where the stakeholders funds that belong to the harbor
district/ enterprise funds have gone. Every one of these boaters pay Property tax on the slip and their
boats yearly in which a portion goes to the city.
1. This is why we desperately need to have our own governing body to oversee the harbor districts'
money (our Money).
2. We need the harbor footprint to be back to what it was originally.
3.The Lifeguards need to have the Police powers PC832 that I had when I was a Firefighter . We need to
have a MOU with the Fire/lifeguard to know exactly what their duties are. Also the lifeguards need to
enforce the California boating rules and rules written in the Blue
book rule book that every boater is
given when they get a slip here. We do not need to seperate from the city, but we do need to be able to
self manage the harbor.
4. The city borrowed $5 million dollars from harbor district funds in the past and that money needs to be
repaid. This would be a good start on building up a reserve for future needs of our beautiful harbor.
I can share many other interesting things that the city has brought up to our ad hoc committee as ways
to raise money. The HBAC committee started out by having its members being boaters and business
owners and basically stakeholders in the harbor, however now we have chamber members, citizens at
large beach property owners. That is why they changed the name to reflect the makeup of the
committee. Our harbor is a beautiful place and as a past public servant I feel being on a voluntary unpaid
position to keep our harbor is my way of paying it forward,
I am writing this to you and you may show it to whomever you choose, but the HBAC members are
appointed by the Mayor and in the past members have been remove from being a member of the HBAC
when sharing the truth about what has been going on. Our chairperson Liz Rea has been on top of this all
along and if you want to verify anything I am saying please reach out to her or feel free to callm. Thank you

20 years. I avoid figuring out the total $$ we have spent on slips fees over time because we enjoy boating
with family and friends. we are concerned but hopeful all those dollars over the years were going to the
maintenance, security and safety of the harbor.
We feel good accounting and management of the harbor funds is most important to the future of
maintaining Oceanside Harbor.

USCG mission is to protect, defend & save the nation's maritime safety, security & stewardship.
Have we shared security concerns about Oceanside Harbor with them?
Have we shared security concerns about Oceanside Harbor with USMC Camp Pendleton Del Mar
Marina?
Do they know we have documented Panga boats with illegals coming into Oceanside Harbor?
This is a National security concern....not just a matter between the Harbor District & the City District.
Several years ago, Jon Hoover wrote a Federal Grant for the Boat parked in front of the Harbor office to
search for Panga boats, up & down the coast.
That boat is not used 90 % of the time....it just sits idle.
Have we contacted Homeland Security folks about this?
As a starting point, we need security cameras around all our restrooms & docks. I have some on my
boat...they costs $29 from Amazon.

RE: Support of an Independent Harbor District
Dear Mr. Peters,
I am the former Harbor District Manager for Oceanside Harbor. As background I had over 20 years of
private enterprise experience in the marine industry and an equal amount in the banking industry. As
soon as I joined the City, I recognized the impending financial disaster caused by deferred maintenance
and that is the reason the Brady Study was performed . I don't blame prior managers, but must point to
the excessive City charges for internal services as severely handicapping the Harbor Division's ability to
plan and execute proper maintenance and capital improvements. Over 60% of the Harbor’s budget goes
toward City services. It is extremely frustrating to pay for City services at whatever price they choose,
when every other outside service has to go through a competitive bid process. During the conversion
from Police to Fire/Lifeguard Harbor Patrol, I recommended an independent Harbor Patrol. I knew first
hand how important it is for the Harbor Manager to have full authority for law enforcement within the
Harbor. I highly recommend Oceanside Harbor becomes and Independent District, with its own Board of
Directors and control of its own budget,

I moved to Oceanside in 2006 after being stationed at Camp Pendleton. I have lived in the harbor. I have
lived on Pacific Street and on Meyers. I've owned a boat, used the harbor camp area, and patronized
every business in the harbor. I dive, fish and sail out of Oceanside harbor. My father was the passed
commodore of the Golden Gate Yacht Club in San Francisco and the first place he took me in Oceanside
was the yacht club.
I maintain my permanent private business address in Oceanside. I exited the Marine Corps as a 100%
disabled Marine veteran and the fixed income I rely on will never afford me live aboard in Oceanside
harbor. I had intended to purchase a sailing boat and live aboard in the harbor, but the cost of renting a
slip for years while waiting on a list for live aboard to be approved by the harbor authorities has prevented
me from achieving my dreams. Unfortunately, there is no remedy for my income bracket. My father
taught me to sail at 8 years old. My father was an organizer of the America's Cup race series out of San
Francisco. I had dreamed of teaching my children to sail out of Oceanside. In hindsight, it seems that the
same barriers preventing me from what I know and love, have destroyed the harbor community,
rendering children's sailing programs fruitless, or a novelty for the rich. I however will not be investing my
time, money, nor energy into a city that priced me out as a disabled veteran.
I am very well aware of the politics in the area, which are labeled as "gentrification." With this
gentrification comes the disease and pestilence systemically found in other "gentrified" areas. The
tourism revenue funds the permanent displacement of the locals. The wealth divide grows ever larger.
The rich have laid claim to the coastline. There is no equality about it. Criminals see the area as
opportunistic. Just as tourists travel to Oceanside to exploit the amenities, so do criminals. The "city"
and it's wealthy elite intend to continue developing with this same intent.
The city which relies upon our veterans discards them without a thought, for tourists, for immigrants and
for the rich. There is no equality. People talk about fixing things, but the fix is in! As for the recent crime
spree, I am reminded of a subversive slogan the police in Oceanside allowed our youth to chant in
protest as they marched across the city down coast highway, "No Justice, No Peace!" And to the un-
enlightened that might appear as a threat, but in reality it is a fact of simple economics.

Dear Ms. Peters.
As I am sure you are aware, there have been several violent incidents at the the Oceanside Harbor launch ramp and
adjacent areas, as well as nightly fireworks. Violence and crime has been escalating recently and from what I have heard,
the gangs are using this harbor as a means to 'initiate' new members.
Nobody, especially women and children, feel safe anymore, and after dark the uneasiness increases. We have been lucky
in the past over by the North side of the harbor by the Marine base and the Jolly Roger, yacht club, etc., but that has
changed with recent thefts, and transients wandering around.
Slip renters and local residents are getting very motivated to get something done, most are sensible, but there is also talk
about vigilantism, which would be very bad and would most likely add to the problem.
I am asking you to put all your efforts into addressing this problem, and would like to know your thoughts on how to do so.
The current evening security seems to hide from any interactions with illegal activities, and have even been caught sitting
in a slip renters restroom with a chair and laptop watching a movie.
Another issue I would like to address is in regards to the future power and water metering that will be taking effect in the
upcoming years. This has high potential of becoming a big waste of money and time (especially as the maintenance and
replacements costs don't seem to have been budgeted or addressed) to install in relation to the revenue potential. How
will renters stop other slips from using their water hose or power? On our dock we have kayak/dinghy racks that have
tenants from other slips, so when they finish their paddling adventures they use my, or my neighbors water to rinse their
craft when we are not there. So, how will we be able to stop this, but let the other off-dock renters rinse their crafts? Would
a locking system be installed, which would add to the installment and maintenance costs that have not been mentioned in
the budget?
Another question that I feel is very important is will there be monthly or annual service or delivery fees, etc. in addition to
the monthly power and water charges. I, and many of my dock friends rarely use power and only use water to rinse off our
boats once in a while, these charges would be a game changer for many current and future slip renters. There are large
boats with one or two a/c units on board as well as being connected directly to the dock water source, so it would seem
that we have been subsidizing their usage for all these years.

. The crime and homelessness problem has

to come. When is something going to be done, this situation is way out of hand and if it keeps going, I'm
afraid we're going to have to move our boat.
We really enjoyed being in Oceanside the first 3 years we've had the boat, and felt safe knowing thete
was a police unit right there. We bo longer feel safe whatsoever!!!
I pray something is done and done soon. Had we known the police were going to be pulled out, I doubt
we would have kept our boat there knowing the history of the past in that area.

related assault, and just two days ago, at approximately 2 a.m., two stabbings occurred—both gang-related. These
events pose a significant threat to public safety, and immediate action is necessary.
In addition to these safety concerns, the buildings housing restaurants and shops are in a state of disrepair. Despite the
Harbor attracting hundreds of thousands of tourists each year, it seems that little to no improvements are being made to
address either the safety or the condition of these facilities. If this trend continues, visitors will begin to avoid the area,
impacting hotel bookings and local businesses. Even local residents, myself included, are becoming hesitant to frequent
the Harbor, surrounding restaurants, and beaches due to these safety issues.
The city is collecting substantial revenue from these establishments through rent, yet there appears to be no
reinvestment to improve safety or maintain the Harbor's infrastructure. As a homeowner and taxpayer in Oceanside, I
find this unacceptable. I strongly urge the city to take immediate action to improve both the safety and the conditions of
the buildings before it's too late. Failure to address these issues could result in significant financial losses for the city and
local businesses.

The past few years have seen a steady decline at the Oceanside Harbor and especially after the sun
goes down. You never know what you are going to find when you use the restrooms or the laundry
facilities.
One of the persons who was attacked with a baseball bat, is a good hard working young man
and fishes at the harbor whenever he has time. He still has the staples in head. I know him personally, a
hard worker and never misses work. He was able to return to work after a month
off from his attack.
I have lived in Oceanside over 70 years and have seen a lot of changes. The Oceanside
Harbor at one time was a great place to visit day or night.
What bothers me is that the Oceanside City Council has tuned their head and allowed
this to happen. They should be ashamed of themselves.

harbor income it generates is being used in other areas of the city and not the harbor currently. Also as
far as patrol the gate keepers have not been able to control the crime that had increased in the harbor in

I have been an Oceanside resident for 25 years and have enjoyed the Harbor for the last 30 years. I have seen a lot of
changes first hand. I have worked in the Harbor for over 30 years and I am a licensed 100 Ton Captain. I would like to
express my deep dissatisfaction in Liz Rhea as chair of the HBAC! She was instrumental in convincing the City to have
Harbor Police removed and replaced by Life Guards. The Harbor has turned in to the wild wild West and people are
getting beat with baseball bats and stabbed. There has been little to no police presence since the Harbor Patrol left.
The Harbor ran much more efficient and proficient when working under the City Managers Office. The Harbor Division is
now under the Public Works Division and has a very difficult time getting anything done in a timely manner.

Hello Michaela,
I was at the City meeting when you spoke and asked Oceanside Harbor slip renters to email you.
I have owned my boat in this harbor since 2004 and have been a liveaboard since 2007. When I bought my boat we still
had our own Harbor Police Department. They made a point to walk the docks and get to know all the boat owners. We
knew all their names and we even had their cell numbers. Since they were taken from the harbor, it has just gotten less
and less safe each year. At this point in time, it's actually dangerous to leave your boat in the evening just to shower or
use the bathrooms. Now with stabbings and people being beaten with metal baseball bats, I feel like I need something to
protect myself since we don't have any police presence in the harbor anymore. The City of Oceanside doesn't seem to
want to do anything about it.
I'm not sure what can be done, but it's awful to discover our slip rent is being used by the City for things outside our
harbor. We need an actual Harbor Police Unit again. They would never allow this to happen in what used to be known as
The Jewel of the North. Now it's gang tagging, homelessness and criminals in a lawless harbor.

dock. There was a time when we felt safe & protected & our money was put to good use...Now we have
zero protection, the non existence of Police presence is well known to the criminals, the Police boats
have a very distinct sound they use to patrol going up & down each dock checking on boats & people, the
life guards do not do that & I hardly ever hear their boat, the Oceanside adventure boat is directly behind
us so we have a pretty good view when they come out. I remember being on our motor boat years ago &
we started taking on water, we called on the radio the Police boat was there in just a couple of minutes
and we were safely brought in....not any more. We use to have Police presence by patrol they would park
in the lot walk the harbor & docks talking to people & we felt safe. They no longer do that, I am
handicapped and can not defend myself & need assistance getting on & off the boat, when Jay is gone I
am very nervous as people can paddle board or kayak to a dock & get right on. We are the only
liveaboards on this dock and we are on our own! People have said at night it turns into the wild west
down here & I can tell you it does, the fireworks that sound like cannons have been going on 2 -4 or more
nights a week even atv1 in the morning for about a year, they were doing it by Joe's crab shack, at night I
could hear them hitting the water & scaring the life out of me. I was so afraid one would land on a boat &
start a fire. When I called the number for the security that WE as slip renters pay for I was informed the
guards can't even go look to see where they are coming from (they were flameless) so you couldn't see
them, I was also told the guards can not confront or intervene in any situation as they have no way to
defend themselves....so why on earth are we continuing to pay them when they are useless & are not
even on sight every night. It is ridiculous that our fees go up & we have more & more things taken away
from us. This is our home, we should at the least feel safe, going outside after dark is like taking your life
into your own hands. Another huge problem being on this Dock our parking lot is over run with non slip
renters & sometimes we can't even find parking, raise the ticket fees or tow the darn cars, most people
we warn about the ticket say the convenience to the restaurants, shops & beach are worth the $60 &
refuse to move their car. That is not fair to us for what we pay to live here. Our lives are in danger by
trying to not let non slip renters in out bathrooms. As a woman I am scared the whole time I am in the
shower. I feel like I need to get a German Shepard for protection. Also ealier this year someone
vandalized, stole & destroyed the Oceanside adventure kiosk right outside our gate.
*We need to be our own governing body away from the city.
*We need to have more control over fees, we are paying for things that do not benefit our Harbor.
Another concern I have which I can not get an answer to is the installation of meters on our docks, as a
liveaboard we already pay $110 more than slip renters & do not feel we should be charged above that
with a meter or do away with the extra fee, that is why we pay extra for the extra things we use as
liveaboards. They also made a mistake when they raised our fees this year regarding boat size which
they will not correct, so the people with a 30 or 32ft boat is paying the same fee as we do for our 28ft
..they need to fix that, it is not fair, it was brought to their attention they admitted the error & said they
were not going to fix it.

Hello Mr. Michaela,
My name is Leif Kellenberger I have been an oceanside resident for 13 years and have a business at the Oceanside
harbor for 24 years.
Oceanside was heading towards the right direction with safety and police presence until they decided to swap Oceanside
Harbor police with lifeguards. I respect what lifeguards do on the beach for safety, but in no way are they trained or can
deal with the volume of boat owners, live aboard, homeless, and safety in the Harbor.
I have seen the Oceanside Harbor decline severely in safety these past years. We just had a stabbing a few days ago and
a few weeks ago random people were beat up with baseball bats in two different locations. It's ironic that one happened
right out in front of the old Harbor police station. At one time you would see multiple cop cars there and all around the
harbor. If I was one of the victims I would sue the city for the foreseen liability of removing the Harbor Police. These
multiple incidents and homeless hitting customers would not occur at this rate. One homeless lady was arrested 4 times at
the Harbor and should've been escorted off and banned. The last incident she went into the Stratford restaurant and hit a
13 year old girl in the face assaulting her. The family was visiting from Ohio. I can guarantee if we had Harbor police back
their presence would improve everyone's safety here at the Harbor.
Also the Lawlessness of the local every Tuesday and Holidays of this bicycle gang that runs stop signs and street lights,
take up both lanes(even oncoming traffic), disregard for public safety, very aggressive and wanting to start fights yelling
and flipping everyone off. They actually surrounded car the other day and wouldn't let me pass. I was lucky to get away
this time.
I have had 3 run ins with them already and someone is going to get hurt by them. I spoke to the Sargent and multiple
officers. They know they are a problem and progressively getting worse, but they don't have enough officers to confront
them. So this gang can do want they want and they know it. I told the sergeant imagine a trained cop is intimidating,
fearful and worried what could happen. Imagine an old man of family visiting with no back up or training when these
people confront him.
Please help Oceanside Harbor the residents, business owners, visitors and safety overall. We need the Oceanside
Harbor police back the Oceanside Harbor generates enough revenue to sustain our own governing body.

The crime in the harbor has increased since the Harbor police was replaced. We need to feel safe to use the harbor. As a

Thank you for giving the stakeholders in the Oceanside Harbor Community a place to comment.
My husband and I have been slip renters in Oceanside Harbor since 2002. We have seen many changes
in the management of the harbor in this time. My hat is off to the volunteer members of the Harbor and
Beaches Committee because they have continuously met with and worked with the City representatives
over the years. I have been trying to understand how this is all set up, I read the minutes, attend meetings
(via Zoom) and try and stay current on the governing structure of our Harbor and Beaches. The members
of the Harbor and Beaches Committee have gone above and beyond and all of their hard work is
appreciated.
My primary concern as a slip renter is Safety, both on and off the water. There needs to be trained
watermen/women staffed to be able to patrol the harbor by water and be able to rescue boaters,
swimmers, kayakers, paddlers and all other stakeholders and users of the beautiful resources.
When we first had our slip in the early 2000, the Harbor Patrol was staffed by individuals who would
patrol the water and stop users for not wearing lifejackets on kayaks, speeding in the harbor, or other
things mentioned in the bluebook. They were also trained in on the water rescues for boating accidents
ie; crashing into the jetty, grounding, or flipping in the entrance due to the swells. I am not an expert in
the training this group received but it was my understanding that they had more on the water training
than the most recent group of OPD in the harbor (before the Lifeguards).
Currently the Lifeguards are more of a presence than OPD was on the water. We see the patrol boats out
and see them doing practice drills. The Lifeguards also took part in a local CPR class and educated
everyone in attendance not only CPR skills but in local knowledge on lifesaving and getting emergency
help in the harbor.
There is no doubt the Harbor needs trained professionals both on the water and on land patrolling the
harbor and beaches.
Please consider the very well thought out recommendations by the Harbor and Beaches
Committee. These people have worked tirelessly and have a thorough understanding of the structure
most benefitting the way our harbor should be set up.
The Harbor definitely needs to improve Safety and Security. Recent violent events in the harbor have
been very concerning and I am afraid they will escalate. Personal injury with bats and a knifing have been
the most recent incidents in the news. In addition, we have had tagging on our boats, slip renters mugged
by the restrooms and intruders boarding our boats and things being stolen from our boats and docks.
The current structure of Harbor management does not appear to be working. The Harbor and Beaches
Committees have worked diligently on their recommendations and I would like to have it on record that I
support their recommendations'.

I believe that the first thing the boat owners should do is to reach an agreement with the City of
Oceanside clearly stating the city accepts the formation of (for example) a Boat Owners Association
[BOA].
Also, the city should clearly delineate what would be the remaining obligations/responsibilities of the city
regarding the "harbor". Is the city still responsible for the roads around and within the harbor, their
maintenance, etc.?
Who is responsible for the security on those roads and within the harbor [shops, parking and beaches]?
In other words, we need a clear definition of what the city wants and what the BOA would become
responsible for. We need a legally binding agreement. Please note that presently we have NO agreement
whatsoever. The boaters are entirely at the mercy of the city. The HBAC is only an advisor to the city.
Ideally, the first step would be a BOA bylaws accepted by the boat owners and the city.
The second step would be a reconciliation regarding the finance.
- Is the "borrowed" $5 million to be returned to the boaters by the city?
- We got a 30% increase on the slip fee and then we are informed we are going to be billed for water and
electricity separately WITHOUT ADJUSTMENT to the rental fee (today water and electricity are included in
the rental fee). This amounts to a real 40% increase of the rental fee!.
- Also, why are the expenses to the docks, etc. to be supported by the boaters only? Home owners don't
pay for city expenses done in front of their homes in Oceanside! All the home owners (as a group) pay for
all the city expenditures (as a city).
Then and only then can we make meaningful suggestions to you as you requested.

It's time for the Oceanside Harbor to return to self-governing, unbeholden to the City Council.
As Oceanside residents and homeowners in District 3, as well as boat owners and Oceanside Harbor slip
renters, we are calling on the City Council to relinquish control of Harbor resources that are used for other
purposes than to repair and upkeep the harbor, as well as keep the harbor region safe. Over the past few
years, we have witnessed the harbor conditions decline while slip fees have increased. There have been
notable attacks on boat owners and harbor visitors alike due to the lack of security, regulations and concern
from the city about unhoused, drug users and general violent crime increasing in the harbor, while
maintenance is disregarded:
Knifing attack, Sept, 2 injured
•
Baseball bat attacks, August, 4 injured
•
Jolly Roger (vacant) lots unmanaged/dirty
•
Slip bumpers old, corroded and damaged
•
Pet excrement left behind
•
Trash bins overflowing
•
Slip Finger rules are disregarded
•
Overstay on temporary live aboard
•
Live aboard permits expired/neglected
•
Many boats serving as "storage units" overflowing w/trash
•
Too few boaters and more stationary vessels
Expired registration tags (going back as far as 2020)
People fishing from slip fingers
"Toys" piling up in slips (floats, kayaks, paddleboards)
This is all due to a lack of management and oversight on the part of City Counsel. The Oceanside Harbor
generates over $5 million dollars per year in revenue that is obviously being used elsewhere (900+ slips, $500
monthly avg. Per slip).
Oceanside City Counsel ironically voted to spend $5 million on the Oceanside Pier renovation back in 2023 and
yet were unable to manage those funds from going up in flames when the pier fire occurred. Their lack of
oversight and accountability created a hole that the harbor slip renters should not be on the hook for.
Boat owners are calling on Oceanside City Council to relinquish control of the harbor and return the harbor
district back to an independent agency, as intended at formation in 1960. The $5 million + in revenue can be

Dear Ms. Peters,
Thank you for the opportunity to comment upon the on-going discussion
regarding the Oceanside Small Craft Harbor District. Like many of our harbor
friends and neighbors, we have concerns regarding the decisions made by the
OSCHD's Board of Directors. Since they are also the elected members of the
Oceanside City Council, they must represent the voters of the local city district
that elected them. Obviously, this creates a very apparent conflict of interests,
especially since the SCHD is financially tied to the Harbor's Enterprise Fund. As
such, the SCHD is supposed to be a self-supporting entity. Income is generated
in various ways including rentals of district business sites, Slip-permit Holders
slip fees, and occasional grants from the State of California and the Federal
Government,
Like many of our fellow boaters, we have had a slip in Oceanside Harbor for
almost three decades. Consequently, we are very aware of the of the good, the
bad and the changes that only benefited city politics. From what we have
observed, what interests the city council members and the city administration is
how they can squeeze more money out of the Harbor District to plump-up the
city coffers! For example, when the Harbor District was "annexed" by the city, we
lost what was an excellently trained Marine Safety Harbor Patrol! Most, if not all
of them, had been local police officers. For example, Harbor Master Don Hadley
served in the National Guard and Coast Guard, retiring as a Lieutenant
Commander in the US. Naval Reserves. Don worked as a Port of San Diego
Harbor Police Captain when he was hired to fill the shoes of the original and
beloved Harbor Master, Jon Curtis. Don wore several hats when he worked for
the OSCHD including Harbor Police Chief, Director of Harbor and Beaches, and
finally retired as the Deputy City Manager 2 years later.

As a Coast Guard Officer, Port of SD Harbor Police Marine Safety Officer, and
seasoned "water-man," Don knew the value of training, experience, and time at
sea. Our Harbor Patrol Officers also served as California Peace Officers,
usually wearing both a badge and a firearm even when paroling the harbor or at
sea. Don expected his officers to attend the California Department of Boating
and Waterways extensive training units. Eventually most of the experienced
officers were also designated as training officers.
At this point LAFCO allowed the city to annex the Harbor District. We remember
seeing a brief announcement posted on a city web-sight announcing that the city
was applying to LAFCO for the 1st stage of the annexation of the OSCHD, and if
any citizens had concerns or questions, the public was welcome to attend the
meeting and speak...few did, or for that matter even knew about it or what
"annexation" actually meant, in our opinion. After it occurred, Don posted a
"Memo of Understanding" saying that the city police department would be taking
over as the agency that policed the harbor. Fortunately, many of the officers had
been trained and worked the OPD originally and were designated as "Legacy
Officers" and could continue to serve. They were also available to train the OPD
officers who applied to be on the Harbor Patrol. Unfortunately, time and attrition
resulted in a cadre of poorly trained OPD "water-men."
To add to the problem, OSCHD Harbor Patrol officers were NOT allowed to
patrol on land outside of the boundaries of the harbor district, except when
requested by OPD in an emergency. (California did not allow cities to have more
than one police agency.) With OPD at the helm, harbor officers were quietly
detailed to patrol near-by areas of the downtown, often going as far as the
Carlsbad border. Consequently, they weren't available when there was an
emergency on the water requiring a rescue at sea! Harbor boaters saw what
was going on! For example, a boat overturning when the tide went out and there
were big waves in the channel, or a powerboat had engine troubles and was
about to be on broaching on the rocks when another boater was able to take
them in tow! There were no OPD Harbor Unit officers in sight, they were out of
the harbor taking care of problems downtown! While these are simplistic
examples, this happened often enough that it was common knowledge among
harbor boaters, and they were very distressed about it...after all, it could be
anyone of us in need of immediate help!

My husband and I wrote a monthly publication for harbor boaters – The Crews
News. Using the "Freedom of Information Act" and at the request of one of the
Legacy Officers who was so concerned that someone was going to die or be
seriously hurt when there was no response suggested that I request from OPD
the number of tickets, warning citations, or recorded incidents were written by
HP officers outside of the harbor during the previous year, 2018. Much to my
surprise, OPD complied! From field interviews, arrests, citations, arrests for
"outside warrants," and traffic citations there were 1,064 total actions outside of
the harbor district! One of the legacy officers explained to me that the time to
write a ticket or warning was about 15 minutes, while investigating a crime,
arresting someone, taking them to the Vista Jail and writing the report would be
at the very least 2 hours! Figuring it out using this information indicated that
there would be over 800 hours of documented time that slip-renters were paying
for our Harbor Officers who were working on non-emergency incidents outside
of the OSCHD! On the average at the time, OPD officers were paid at an
average rate of $41.00 per hour. 800 hours X $41.00 works out to be a very
conservative $32,800 in Boater Bucks to supplement the OPD's budget!
All of this explains why a petition requesting enhanced Marine Safety to be
provided by a Harbor Patrol unit that included lifeguards/EMT training along with
"seasoned" water-men with marine rescue and time-at-sea in all kinds of
weather and wave conditions. They might even be US Coast Guard licensed.
Hopefully unit members would eventually be expected to enhance proficiency by
attending CA Division of Boating and Waterways classes. Besides being
available when needed to help vessels and crews in distress, unit members
should be walking docks getting to know boaters, inspecting vessels, patrolling
in the Village, Harbor Beach and the harbor "green belt." Because they are
patrolling in a CA Special District, they are also expected to qualify as CA Peace
Officers...training to follow! For example, California State Park Peace Officers
are fully sworn California State Police Officers, with two sub-classifications,
the Ranger and the Lifeguard. They often use the title of State Police
Officer during enforcement contact, as many Park Rangers and Lifeguards
within municipalities, counties and special districts are armed Peace
Officers, with authority throughout the state, on and off duty, like the
California State Park Peace Officers. Our original Harbor Patrol officers
were also CA Peace Officers. They detained individuals and called OPD to
come and assist them with the problems: drunk, on boats that aren't theirs,
or in boater bathrooms. Public safety is always the priority for Harbor Patrol
Officers!

It is our opinion that the Oceanside Small Craft Harbor District is in need of it's
own independent Board of Directors that can focus all of their efforts on financial
solvency, management of resources, establishment of various department's
procedures and policies in conjunction with the harbor's "Blue Book." They
should all have California Boaters Cards to demonstrate that they understand
the basics of boating safety, seamanship and CA boating laws. To aid in
communication, and public expectations, it might be helpful to have Harbor
Directors each appointed by a City Counsel Member, or through an election.
They should also be prepared to attend Harbor and Beached Advisory
Committee meetings and to address the concerns, problems, and solutions
discussed at the meetings.

We have been slip renters
since 2002. In this time we have seen many changes to the
management of the harbor. The current situation to insure a safe harbor for ALL of the stakeholders
IS NOT WORKING!! The crimes are escalating and will only get worse if something is not done. The bat
incident in the camping area could have happened in any of our parking lots.
I will be addressing the structure of the harbor management in a separate message, <u>SAFETY</u> is my
number one concern and I am focusing on this for this email.
The contract for the private security company needs to be reviewed immediately and if they are not
performing as they are contracted, a change needs to be made immediately. I do not believe the
intention of hiring a private security company was to replace the Oceanside Police Department, I was
under the impression they were to supplement the patrols with additional eyes and ears. We still and
always have needed OPD in the harbor to do the things the Police are trained to do and have the authority
to do, like patrol, educate and make arrests. I am most concerned with illegal and violent incidents that
have been happening on land, in and around the harbor. The violence is escalating and I am not
comfortable walking up to the restrooms or taking my dog up to grass when I am alone, unless the sun is
shining. I also fear for the safety of the folks camping, or using the firepits at night.
Please get the bureaucratic nightmare straightened out before the violence escalates any further. The
safety of the stakeholders using these beautiful resources in and around our harbor should not be in
jeopardy because of a staffing issue. Oceanside Harbor is well within city limits and in need of a Police
presence. Please focus on figuring this out, this is not a new department in the City, Harbor and Beaches
have been part of the City for a very long time and are a valuable resource to the City.

I hope this letter finds you well. I'm writing to express my growing concerns about the current state of the
oceanside harbor and the challenges it faces due to recent changes in its security and management.
As a member of the Harbor Board Advisory Committee (HBAC), I have witnessed firsthand the negative impact of
the city's decision to eliminate the dedicated harbor patrol, replacing it with private security and consolidating
services with the Oceanside Police. This shift has led to an increase in violent incidents and unchecked behavior,
particularly near the boat launch ramp.
I know you are aware of the recent baseball bat attack, and unfortunately, the situation continues to escalate. This
past Saturday night, there was a stabbing with multiple victims. In addition, reckless activities such as cars doing
donuts in the parking lot are becoming more frequent. When I called to report this, the police responded but
remained in their vehicles and addressed the situation only via their PA system, which did little to curb the
dangerous behavior.
I strongly believe we need to return to the original structure of having a dedicated harbor patrol and harbor police.
Since the consolidation with the Oceanside Police, resources are frequently being pulled away from the harbor to
serve other parts of the city. From where my boat is located, I often see police cars speeding down North Harbor
Drive to respond to water emergencies, which is a clear indication that our harbor is being left vulnerable.
Another major concern is the allocation of funds collected from slip renters. It seems that the city is diverting
these funds to pay for items outside the harbor, which is preventing necessary repairs and maintenance from
being completed within the harbor district. To ensure the harbor remains self-sustaining and able to address its
unique needs, I believe there needs to be a clearer separation between the city and the Oceanside Harbor. This
would allow for proper funding allocation and the repairs that are desperately needed to maintain the harbor's
infrastructure.
The harbor is a vital part of our community, and its current state is not only unsustainable but potentially
dangerous. I hope we can work together to make the necessary changes to restore the safety, security, and long-
term viability of this important resource.

As a 20-year slip renter and owner of a Marina Del Mar condominium, I have witnessed the dramatic changes in
our community over the years. Reflecting on the early 2000s, I remember the pervasive issues of gangs, crime,
and drive-by shootings in Oceanside, culminating in the tragic death of a young boy in the harbor bathrooms.
When the harbor was granted its own police force, these problems were effectively addressed. The police
presence was constant and reassuring; officers patrolled the harbor and docks, and their visibility made the area
feel safe—almost like Mr. Rogers' neighborhood.
Unfortunately, the current situation is starkly different. Because we no longer have our own police force in the
Harbor District. The harbor now feels more like the setting of "Escape from New York/ Friday the 13" with the
growing presence of homeless individuals, ex-prisoners, psychiatric patients, and gang members, thieves, and
gypsies occupying sidewalks, benches, parking lots, and the beach. This situation has led to defaced and stolen
property, frightened children and tourists, and increased violence, stabbings, and beatings. I pray we Have our
own harbor police presence before another death occurs here. Reckless driving is rampant, and despite a sign
warning of strict enforcement, there is seldom any police presence to address any of these issues. The only time I
see officers is during their brief morning coffee visits to Nautical Bean coffee shop once every 2 weeks or so, or
well after a crime scene.
Marina Del Mar condos have also become a target, overrun with vagrants and squatters due to the absence of a
dedicated police force in the Harbor.
Many women in our community no longer feel safe walking alone in the harbor after dark or using the locked
bathrooms for slip renters.
For the safety of residents, tourists, and to restore the city's reputation, we urgently need a dedicated, reliable
Harbor police force to ensure the harbor is once again a secure and welcoming place.

To Michaela, my name is Kim Plehn and I own a condo at the Marina Del Mar complex, in the Oceanside
Marina. I am writing to you today with grave concern. Recently there was a stabbing of a man on the beach,
adjacent to our home. I have witnessed a rise in the homeless population surrounding the Oceanside Marina.
At Marina Del Mar, the homeless have been climbing the security gates that surround our pool, and using the
Jacuzzi to bathe. The homeless have stolen bicycles within the complex, and defecated in the stairwells. I no
longer feel safe, dining and shopping in our once beloved Harbor establishments. Especially with the upcoming
daylight savings time change, it is just not safe in the Oceanside Harbor after dark. I am requesting the City of
Oceanside to establish the Marinas own police department. I am requesting the City of Oceanside regulate the
funding for additional Police Patrol of the Oceanside harbor and Marina. I am requesting the City of Oceanside
convene a task force to address the increase of crime and homeless population in the Harbor. The harbor
needs these resources immediately. The developers and investors surrounding the pier developments, should
be required to help off set the cost. After all, they surely want to recoup the profit they have sunk into the pier

Hi, we've had a boat down in Oceanside Harbor since 2017. We are very concerned with what has been
going on down there. We used to see the police patrol the harbor and have a presence and we felt safe.
Now we have homeless everywhere, people threatening others, sleeping on benches, stealing things
from the docks, sneaking on boats, and recently attacks with baseball bat, gangs and last week a
stabbing. Is there anyone that wants to take control of this situation? We live in the Temecula area and
come down on the weekends to enjoy the harbor and our boat. We pay quite a bit of money to be able to
do this and would expect the city to do something to keep its residents safe. Please advise on your plans

My husband and I have owned a boat
for over 13 years.
We are not absentee owners. We are in the harbor on the boat every weekend at a minimum.
Since the harbor police/patrol has been disbanded, there has been a notable increase in violent crimes and petty crimes
such as graffiti and theft.
Slip renters do not feel safe walking our dogs or even using the slip renter restrooms after dark.
These problems can be directly connected to the non presence of harbor police and harbor patrol. And the NON
RESPONSE of Oceanside police department to any call placed to them regarding incidents in the harbor.
The high fees we pay to slip our boats should be kept in the harbor to pay for the safety and upkeep on the harbor and
the docks.
The fees should be used for a harbor master not a manager.
Oceanside harbor should be a separate independent district with an independent budget and professional staff.

I'm writing to you in regards to the LAFCO report concerning the Oceanside Small Craft Harbor District.
I am a slip permit holder for more than thirteen years in Oceanside Harbor. The harbor is such a fantastic place to spend
time with friends and family.
In reading through the LAFCO report I find agreement with recommendations for the Oceanside SCHD and the action
items as listed in the attached report.
Recently we have experienced many issues with violence, crime, vagrants, trespassing and illegal immigrant
smuggling. It's out of control and it is time to put the harbor back under its own management.
The police do the best they can with response but it's not the same as having a designated Harbor Police. Currently we
have no police on the water and only Lifeguards who spend most of their time out of the harbor and have no
enforcement authority.
The unauthorized redistricting of the Harbor to include the beach's and pier all the way down to Carlsbad needs to be
investigated and undone immediately. Harbor dollars should stay in the Harbor.

Hi Michaela,
I am a former council member for the City of Oceanside and a person who LOVES our Harbor, Parks and
Beaches. I want to thank you for your recommendations to the Harbor Lessees', many I know personally
and have the utmost respect for.
I'm including some information from a timeline I found wherein it discusses how the City annexed the
Harbor District and became officially part of the City of Oceanside:
In 1993, the Oceanside Harbor District was annexed by the City of Oceanside and all District
employees became City employees, including the Oceanside Harbor Police. In 1999, Point Hobart
was decommissioned and the Oceanside Harbor Police became the only rescue vessels between Dana
Point Harbor and Mission Bay. Currently, the Oceanside Police Harbor Unit remains the primary
response vessel for over 37 miles of coastline, assisting in mutual aid calls for service from San Mateo
Point to Del Mar.
Nowhere on the City's website is the Harbor or any of its amenities referred to as within the
Harbor "District", rather merely called the "Oceanside Harbor or Harbor"

"Harbor District" used is on the City Council Agenda listing the City Council as Directors of the Harbor
District. I do know that council members are "paid" as Directors of the Harbor, but in all honesty, they do

So, my question is, why is the Harbor a "District"? The bonds were paid off to repay taxpayer debt. Also,
the City owns a lot of land they lease to the public, why is the difference at the Harbor? I realize being on
State Tidelands is a different animal, but I don't see why the district is still necessary.
The reason I ask, the City uses Measure X funds for infrastructure, public safety,

Hello Michaela,
I attended the August 19, 2024 meeting and appreciated your presentation of LAFCO's draft Municipal Service Review
and discussion after the meeting. I have studied the document and have briefly outlined my comments below.
I have rented a slip in Oceanside Harbor for the past 5 years. One of the reasons I chose this Harbor, besides it's beauty,
simplicity and welcoming "humble" (middle class) boaters, was the safety and security provided by a consistent police
presence throughout the day and night on Harbor drive. Almost every time I was outside my boat I saw a police vehicle
drive by or be parked somewhere at the Harbor.
For some unfortunate reason, our Harbor lost its police patrol a couple years ago. My first and foremost comment is that
I/we need our own Harbor Police to return to their previous functions. As the MSR states, under CA state law, Oceanside
Harbor District's legal authorization to provide patrol functions remains active today. I ask the LAFCO commissioners to
advise OCeanside City to return the Harbor police to SCHD as soon as possible.
Secondly, I firmly agree with LAFCO recommendation 9, that SCHD should make great efforts to publicly distinguish its
role as a stand-alone government entity separate from the City of Oceanside. I ask the Commissioners to redesignate
SCHD as an "independent Harbor District," no longer a "special district" that is part of the City's Public Works
Department, subject to city management. As an independent Harbor District, our current Harbor manager should be
renamed the Harbor Master (not a "manager") as all harbors have traditionally employed Harbvor Masters to manage its
own budget, accounting, territory and police functions. That is the expertise and job of a Harbor Master who is the
authority and director of US harbors which are federal waterways and international borders.
In comment to LAFCO's recommendation 10, I urge the commissioners to advise the SCHD to issue a MOU that clearly
states that the Independent Harbor District will manage its own budget, accounting, territory, and police patrol and
rescue functions under the direction and authority of the Harbor Master.
In summary, I strongly urge the Commissioners to facilitate the SCHD to establish our own independent Harbor District
(separate from a city department's control), our own Harbor master (not a "manager" directed by a city bureaucrat), our
own Harbor police patrol and rescue (with guns to provide safety and security), our own Harbor budget, experienced
staff and accountant under the direction of our Harbor Master, and our slip fees and other harbor income to be use
SOLELY for the beach and services WITHIN the SCHD territory (not for beaches outside the Harbor).
Thank you for this very encouraging Service Review. I look forward to following up to help make these valuable changes
to the current situation in our Harbor where at this very moment we have absolutely no police presence to provide

I have personally talked this week with more than 40 slip renters and visitors to the harbor about LAFCO
draft Municipal Service Report recommendations.
Each person I have spoken with agreed wholeheartedly with the ACTION comments in the attached flyer
that has been posted around the harbor.
Please include this email and flyer as part of my comments on LAFCO final MSR recommendations that
you will present to the Commission in October.
We feel it is very important that the Commissioners know how serious and widespread our concerns are.

Hi. I am writing you submitting following comments for your consideration in response to a proposal for
Oceanside Harbor's relationship to City of Oceanside as a governing body in a different way to how it is
currently being handled.
I am a Longtime Harbor community member: over 25 years. I have noticed changes since City re-
organization efforts that started with the Local Police the State, and most recently with the lifeguards
appointment.
The harbor is unique in so many ways, from the way in which it was created and supported by the
Federal government, to how it is the only port harbor for like 60 miles in a highly congested area.
As such, we receive illegal aliens from watercraft on the Ocean and a cross section of America from the
highways to our beaches.
In my opinion, the Current situation has gotten rather silly and definitely less effective. If there is a better
way possible, I am willing to provide support to such an effort to craft a better solution.
Examples of issues for consideration include:
US Border Patrol currently has to operate independently of the City patrols in the harbor. I do not
understand why this is the case given the US Army Corps of engineers jurisdictional property lines.
Also, Recently, the lifeguards awkward supplantation is simultaneously leaving roles unsatisfied while
simultaneously inventing roles unneeded.
Lifeguards basically joyriding 'rescue" vessels at public expense.
Example: No harbor i know of on the CA coast puts as many hours on their craft as these new lifeguard
positions. They are going out almost every day. Like they think they are playing Baywatch. As if they think
they are conducting lifeguard duty, when it's well established that watercraft lifeguard assistance is in
reality limited to recovery.
Four guys outside the breakers burning fuel jumping waves offshore is NOT beach lifeguarding.
But I digress.
I am a retired civil servant. So I may have time to lend a hand.
I am a member and representative of Navy Yacht Club San Diego here at the harbor, coordinating such
things as unexpected stopovers for club vessels transiting the local SoCal coastal waters.
I call Oceanside Harbor my family's home. I have standing and want to see a better solution.

To Whom It May Concern,
My name is Joe Bradley. I have rented a slip in Oceanside Harbor for 3 1/2 years. I love the harbor. The
harbor is our weekend getaway. We look at it as our "little bit of Heaven". In the last three and a half
years I have seen things deteriorate at the harbor. Thefts are on the increase. The homeless issue has
gotten out of hand. Gang activity and violence has increased at the harbor. It devastates me to say that
we no longer feel safe at our "little bit of Heaven". Something needs to be done to remedy this situation.
I believe that the following need to occur:
1) The Oceanside Harbor needs to be an "Independent Harbor District.
2) The Oceanside Harbor needs its own independent HARBOR MASTER- not a "Harbor Manager"
controlled by the city.
The Oceanside Harbor needs its own Harbor Police Patrol and Rescue. They need to be armed and
present in order to provide for the safety and security of those that use the harbor.
4) The Oceanside Harbor needs its own harbor budget. It needs its own accountant and staff operating
under the oversight and control of the Harbor Master.
Please consider the above recommendations as a way to have the Oceanside Harbor be safe, secure,
and efficient. Please help Oceanside Harbor be a "little bit of Heaven" for all of those that frequent
the harbor.
